국문 초록

1997년에 발생한 IMF 외환위기는 국내의 많은 기업의 도산과 함께, 대규모 구조조정으로 인한 대량의 실업과 일자리의 양극화, 그리고 소득의 불균형을 심화 시켰다. 정부는 이러한 사회문제를 해결하기 위하여 장기적이고 고용의 안정성이 보장된 체계적인 일자리 창출망 정책을 펼치게 되었으며, 그 결과 2007년 1월 사회적기업 육성법의 제정으로 사회적기업의 발전과 육성을 제도화하는 정책적 진전을 보였다. 2007년 55개로 시작한 사회적 기업은 2016년 9월 현재 1,798개의 괄목할 만한 증가세를 보이고 있으나, 내용적으로는 소규모 자본으로 창업이 손쉬운 용역 및 서비스등 주로 저성장 업종에 편중되어 있는 것으로 나타났다. 이와 함께 사회적기업의 열악한 재정구조와 경영자의 역량 부족, 규모의 영세성 등은 성장 둔화를 지속시키는 요인과 함께, 영리기업에 비해 시장에서의 비교 열위의 원인으로 나타나고 있다. 사회적기업이 사회적가치를 통한 지역경제의 균형 있는 발전의 대안적 모델이 될 수 있는 순 기능적 역할이 있음을 고려할 때, 사회적기업의 자생력 확보와 지속적 성장을 위한 대응 방안으로 사회적기업가 정신을 고려한 논의가 필요하다. 이에 본 연구는 사회적기업가 정신의 발현이 사회적기업의 혁신 성과와 지역사회의 변혁에 어떠한 영향을 미치는지를 살펴보고 이들의 관계를 실증적으로 분석하였다. 연구결과를 보면 사회적기업가 정신은 사회적기업의 혁신성과를 창출하는데 긍정적 영향을 미치는 것으로 파악되었고, 사회적기업이 창출한 경제적·사회적 성과는 지역사회의 변혁에 유의미한 영향을 미치는 것으로 분석되었다. 결과적으로 사회적기업가 정신은 사회적기업의 성과와 지역사회의 변혁에 긍정적인결과를 미치는 영향 요인으로 분석 되어 본 연구의 가설을 규명하였다. 본 연구를 통해서 사회적기업가 정신은 경제적·사회적 통합의 가치를 실현 하는데 가장 핵심적인 요인이 됨을 밝혔고 이는 궁극적으로 지역사회의 변혁에 중요한 의미를 가진다고 할 수 있다. 따라서 사회적기업가들의 영세한 자본과 열악한 경영환경 속에서도 기업가정신을 발휘하여 지역사회에 영향을 주고 있음을 감안할 때 지역 사회 맞춤형 신성장 동력 발굴을 위한 산업 혁신적인 전략과 업종별 협업을 통한 고부가가치 산업으로 유도하기 위한 정책적인 지원이 뒷받침 되어야 할 것이다.

영문 초록

The IMF crisis in 1997 has caused the bankruptcy of a multitude of companies, massive layoffs, which in turn resulted in the polarization of job availability and income. One of the noticeable step forward by the government was a series of policies and laws proposed and made in January 2007 to foster social enterprises. The number of social enterprises was 55 in 2007. There are now 1,798 social enterprises in 2016, which is a remarkable growth. however, the majority of social enterprises is found in the service sector, where it is relatively easy to start business because it does not require a large amount of seed money or complex skills. The sector also suffers from the lack of growth. Moreover, social enterprises have been found far behind normal enterprises in terms of profit-making in the market. Despite these difficulties, social enterprises are believed to have positive roles to provide an alternative model of balanced growth of local economy by promoting social values. A discussion of social entrepreneurship is needed to ensure financial independence and sustainable growth of these social enterprises. This study aims to provide empirical data that show how social entrepreneurship affects the innovations of social enterprises and the innovations of local communities. Finally, it has been found that social entrepreneurship has a positive effect both on the achievement of the social enterprises and the innovations of local communities, confirming the hypothesis of this study.
