미국 트럼프 행정부 출범과 한미관계의 방향

국문 초록

미국 트럼프 행정부 출범을 계기로 한미 양국은 어느 한 쪽이 일방적인 이익을 제공하는 동맹이라는 인식을 바꿀 필요가 있다. 자유민주주의적 가치를 공유하는 가운데 서로에게 전략적으로 이익이 되는 동맹이라는 공감대 위에 호혜적 전략동맹’을 구축해야 한다. 자유주의 국제질서의혜택을 누려온 한국으로선 보호무역주의 색채를 띠고 있는 트럼프 행정부에 대해 한미 FTA가 양측 모두에게 이익이 된다는 점을 구체적 자료를 바탕으로 강조해야 한다. 또한 트럼프 행정부는 아시아에서 다자협력보다 공세적 양자관계를 우선 시 할 것으로 전망된다. 그러나 트럼프 행정부가 양자관계와 세력균형정책만을 중시할 경우 역내 반미감정 고조나 미국의 동맹국들에 대한 비판이 고조될 수 있으므로 미국과의 긴밀한 협의를 통해 미국의 지속적인 역내 다자협력체 참여를 유도해야 한다. 동북아 다자협력과 아태 다자협력과의 시너지 효과도 유도할 필요가 있다. 물론 한미양국이 당면한 최대 현안은 북한의 핵ㆍ미사일 위협이나 2009년 한미동맹 공동비전에서 천명했듯이 동맹을 통해 한반도 통일을 이룩하기 위해 노력하고 통일이후 한미관계에 관해 협의해 나가야 한다. 통일 후에도 한ㆍ미동맹이 지속된다는 전제 하에 특정 국가를 겨냥하지 않고 ‘아시아의 지역안정군’ 역할을 하는 주한미군의 역할 변화를 검토할 필요가 있다.

영문 초록

With the inauguration of President Donald Trump, the ROK and the United States need to eliminate the belief that one provides the other with unilateral benefits in their strategic alliance. They must establish a “mutually-beneficial strategic alliance” based on the shared belief that the ROK-US alliance serves the strategic interests of both countries. The ROK, as a beneficiary of the liberal international order, should emphasize that the KORUS FTA is a mutually beneficial mechanism with a view to minimizing possible trade conflicts between them. In addition, the Trump administration is likely to prefer offensive bilateralism rather than regional and multilateral cooperation in the Asia-Pacific. As a US obsession with bilateralism and the balance of power without multilateral cooperation could provoke anti-American sentiment in the region, the ROK should induce the United States to show its commitment to regional multilateral mechanisms such as the EAS, APEC, and the ARF. This is also expected to create a synergistic effect between Asia-Pacific regional cooperation and Northeast Asian mini- and multilateral efforts. Although the North Korean nuclear and missile threats are a top priority for the allies, they should consult on how to achieve Korean reunification and how to redefine the rationale of the ROK-US alliance after reunification. One option is that US forces on the unified Korea will be a regional stabilizing force that will never target a particular country.
