영문 초록

The purpose of this study is to review the farm household income policy since 1980 and to suggest policy directions under the agricultural import liberalization. The liberalization and structures farm policy has made the income gap between urban workers and rural farmers much wider, and has increased the farm household debt. Several policy directions to promote an income balance between urban workers and rural farmers and endogenous development of rural communities are as follows: First, increase of agricultural production and farm income through the systematization and diversification of regional agriculture. Second, enlargement of farming and nonfarm employment opportunities and expansion of the direct payment . Finally, establishment and execution of the master plan for agricultural and rural development.
