영문 초록

What puzzles the National Agricultural Products Quality Management Service (NAQS) is that the number of illegal labeling for domestic agricultural product does not decrease even with extensive efforts. In this study, the quantitative relationship between the NAQS’ control effort and its effectiveness is established using NAQS’ data. When the level of control, represented by Number of Raid/Number of Business, is increased by 1%, the control effectiveness or probability of disclosure, represented by Number of Disclosure/Number of Raid, is decreased by 0.53% for violation case of no labeling, and decreased by 1.65% for violation of false labeling. Policy implications are as follows 1) the level of control should be lowered for processors, whole sales and department store/discount stores 2) the control goal should be lowered to more practical level to 50% rather than 100% of probability of disclosure, in which case the goal can be achieved for some marketers. In addition, the unit level of fine that is applied to all type of marketers should be varied for more effective control.
