영문 초록

As the Korean government has aggressively expanded the free trade agreements (FTAs) with many countries all over the world, it becomes an important social issue how to compensate the income losses of agricultural producers resulting from the FTAs. This study examines the validity of the current compensation program, and then develops a theoretical framework to measure the losses caused by FTAs. The result identifies that the current program to measure the import contribution ratio has some problems as it does not explicitly consider the FTA related variables such as tariff reductions. Furthermore, this study proposes an alternative to exactly separate the FTA portion of the market price fall by incorporating the tariff and TRQ variables into the market model as well as using the tariff-quota equivalence.
