자선을 넘어 지구적 정의의 추구 – 국제개발에 대한 인권적 접근의 배경과 의의

국문 초록

본고는 국제개발에 인권을 접목한다는 것이 어떤 의의가 있는 지를 고찰한다. 1990년대 중반 이후 유엔개발기구, 주요 공여기관, 국제 개발 NGO들은 국제개발에 인권을 통합하고자 하는 노력을 기울여 왔다. 한국에서도 최근 들어 국제개발협력의 증가와 함께 ‘인권에 기반을 둔 개발’에 대한 관심이 점차 높아지고 있지만, ‘인권에 기반을 둔 개발’이 역사적으로 대두된 배경과 그것이 갖는 의미에 대해 그다지 연구가 이루어지지 않았다. 본고에서는 유엔 헌장 채택을 통해 안보와 더불어 인권과 개발이 주요 국제사회의 목적으로 설정된 이후 최근까지 인권과 개발이 어떤 관계를 맺어 왔고, 국제개발을 하는 그룹들 사이에서 인권을 바탕으로 한개발에 대한 공감대가 형성된 배경은 무엇인지 살펴본다. 인권은 국제개발을 자선이 아닌 정의의 문제로 재규정하는 규범적 틀을 제시한다. 인권적 접근은 빈곤 상태에 있는 사람들은 존엄을 유지하며 살 수 있는 기본적 인권을 박탈당한 상태라고 인식하며, 국가 및 다른 행위자로 하여금 빈곤 문제에 대해 대응할 것을 의무로서 요구한다. 인권적 접근은 자국의 경제정책과 활동이 개발도상국 주민들의 인권을 존중하도록 추동하고 빈곤과 불평등 감소에 기여하는 방향으로 국제경제질서를 개혁할 국가의 의무를 강조함으로써 지구적 정의를 추구한다는 데 그 의의가 있다.

영문 초록

This study discusses the significance of integrating human rights into development. UN development agencies, donors, and international development NGOs began to embrace human rights into development from around the mid 1990s. While the increase of development cooperation has been accompanied by the growing attention to ‘human rights-based approaches to development’ in recent years, there has been little study in its historical background and meaning. This study briefly traces the relationship between human rights and development since the adoption of the UN Charter that set out human rights and development, along with security, as common objectives of international community. Furthermore, it discusses the context where ‘human rights-based approaches to development’ came to be widely accepted by the development community. Human rights provide a normative framework that re-defines development as a matter of justice not a charity. Recognising that those living in poverty are deprived of the basic right to live in dignity, human rights approaches require states and other actors to take measures to tackle poverty as an obligation. It is significant that human rights approaches seek global justice by stressing states’ obligations to ensure their economic policies and activities respect human rights of people in developing countries and to reform international economic order in the manner that reduces global poverty and inequality.
