국문 초록

본 연구는 대 아프리카 원조의 사례를 통해 한국의 외교정책이 대외원조의 목적과 실천에 끼치는 영향을 분석하는 것을 목적으로 한다. 이를 위해, 본 논문에서는 한국 대외원조에서의 아프리카지역 우선순위 변동에 따라 한국의 대 아프리카 원조역사를 세 개의 시기로 나누고, 한국의 외교정책이 대외원조의 목적변화에 어떠한 영향을 미쳐왔는지를 설명하였다. 또한, 최근(2006년부터 2010년까지)의 한국 대 아프리카 원조에 관해서는 원조통계의 분석을 통해 한층 더깊은 분석을 시도하였다. 한국 대외원조의 목적과 지역별 원조배분은 외교정책의 전략과 목표에 의해 결정되며, 대 아프리카 원조는 이러한 한국의 외교정책과 대외원조의 관계를 명확히 보여주는 사례로 평가할 수 있다. 특히, 2000년대 중반이후 한국의 대 아프리카 원조는 꾸준히 증가하고 있는데, 이것은 아프리카 국가들의 빈곤퇴치와 한국의 경제적 이해 라는 한국 외교정책의 이중적 목적을 달성하기 위한 하나의 정책적 수단으로 이해할 수 있다. 한국정부는 새롭게 떠오르고 있는 지역으로 아프리카를 경제적 파트너로 인식하기 시작했으며, 동 지역에 대한 중국과 일본의 관심증대는 한국의 대 아프리카 원조증가를 촉진시키고 있다. 그 결과, 한국은 아프리카의 최빈국뿐만 아니라 한국과의 무역관계나 경제파트너로서의 잠재력을 지닌 국가에 대해 원조를 집중적으로 배분하고 있다.

영문 초록

This paper examines how foreign policy affects foreign aid objectives and its practice in Korea by analyzing the example of aid to Africa since its beginning. To answer this, the author divides the history of Korean aid to Africa into three periods according to Africa’s regional priority in overall ODA and explains the influences of foreign policy on the changes of ODA objectives and aid to Africa. Furthermore, recent Korean aid to Africa from 2006 to 2010 is analyzed using aid statistics. The aid to Africa is a mirror that shows the relation between the foreign policy and foreign aid in Korea explicitly. In particular, after the recovery of the economy crisis, the Korean government took concrete actions “to become a developed country”, which has been located as one of the goals of its foreign policy since the 1990s. As a part of this policy, Korea joined the DAC and has been eager to contribute global efforts to reduce poverty as a responsible member in the international community. At the same time, the Korean government also has concentrated on economic diplomacy. Reflecting these dual foreign policies of poverty reduction in Africa and Korea’s own economic interests, aid to Africa has increase steadily since the mid-2000s. The Korean government started to recognize Africa, a newly rising region, as its economic partner. As a result, Korea focuses its aid on not only the poorer African countries, but also the countries where have trade relations with Korea or a potential to be its economic partner.
