우리나라 과학기술 ODA의 대상국가 선정기준에 대한 연구

국문 초록

본 연구는 우리나라의 과학기술 ODA 관련 개발도상국가 사업 들의 국가에 대한 결정요인에 대해서 살펴본다. 기존의 연구들에서 ODA 사업의 국가별 배분기준에 대한 결정요인 실증분석들이 존재하는데 본 연구에서는 이러한 연구의 연장선상에서 과학기술 ODA에 대한 통계 현황들을 조사 분석하고 우리나라의 과학기술 ODA의 대표적인 프로그램인 개도국 과학기술지원사업과 TPC 사업의 국가별 자료를 바탕으로 우리나라 과학기술 ODA 프로그램의 국가선정기준에 대한 실증분석을 실시하였다. 가산모형(Integer Count Model)의 Poisson 분포 모형을 활용하여 실증분석을 하였으며 개발도상국가의 거버넌스 지수들, 경제사회적 지표들, 우리나라 ODA 관련 사업지표들, 마지막으로 과학기술과 관련하여 해당 국가의 과학기술지표 및 우리나라와 해당국가와의 과학기술 협력 관련 지표들을 바탕으로 실증분석 하였다. 실증분석결과 미래부의 대표적 과학기술 ODA 사업들이 국가를 선정하는 기준은 해당 국가의 정치적 안정성이 높을 수록, 1인당 GDP 소득수준이 낮을수록, 우리나라의 ODA CPS 대상국가인 경우, 우리나라 대학 및출연연구소들과의 협력관계가 높을수록, 해당 국가의 R&D 규모가 작지만 집중도가 높을수록 해당 국가에 대한 과학기술 ODA 사업대상국가로 선정될 가능성이 높은 것으로 나타난다.

영문 초록

This research sheds light on determinants of eligible developing countries for science and technology-related ODA initiatives of Korea. While existing studies covered determinating factors of ODA initiatives for individual countries through empirical analysis, this research expands its coverage to further include analysis of statistical data on science technology ODA and empirical investigation on beneficiary country selection criteria of Korea s science technology ODA programs with reference to data on: the nation s flagship ODA project of science technology support for developing countries and TPC project. For empirical analysis, Poisson distribution of Integer Count Model is used. Furthermore, the empirical analysis combines this with governance and socioeconomic indexes of developing countries, ODA project indexes of Korea, together with science technology-related indexes of corresponding countries and science technology collaboration related indexes of Korea and partner countries. And the analysis result shows that country selection criteria for science technology ODA projects of Ministry of Science, ICT and Future Planning (MSIP) favors a country with higher political stability and lower per-capital GDP. For a candidate country of Korea s ODA CPS(Country Partnership Strategy), EDCF target countries with strong partnership with Korea s universities and government-invested research and development centers and those whose concentration in R&D is high despite small R&D size in absolute terms hold higher possibility of being selected. On the other hand, the selection criteria does not particularly factor in trade-related indicators and HDI index of an individual country.
