권리에 기반한 접근(RBA)과 한국 원조사업의 방향

국문 초록

새로운 천년 이후 국제사회는 지속적으로 원조액을 늘려왔다. 광복 이후 원조의 수혜국이었던 한국은 눈부신 경제성장 이후 원조 공여국으로 탈바꿈하였으며, 이번 제 4차 원조효과성에 대한 고위급회담을 개최할 정도로 국제원조사회에서 차지하는 중요도가 더욱커지고 있다. 하지만 한국의 원조는 한국의 높아진 위상에 비해 상대적으로 낮은 효과를 발휘하는 것으로 평가되고 있으며, 이에 한국은 국제사회의 흐름에 발맞춰 효과적이고 대안적인 원조 방법을 모색할 필요가 있다. 이를 위해 본고에서는 개발에 있어 권리에 기반한 접근(RBA)에 대해 소개하고, RBA의 의의와 개발협력에 있어 그 유용함을 살펴본다. 이어 RBA를 구성하는 요소들을 기준으로 전통적으로 원조 선진국으로 평가받는 노르웨이의 한 원조단체(Norwegian Church Aid/Ethiopia, NCA/Ethiopia)와 한국국제협력단(KOICA)의 에티오피아 식수 개발 사업을 비교함으로서 한국의 원조가 얼마나 인권에 기반하여 이루어지고 있는지를 생각해본다. 이를 바탕으로, 본고는 한국의 원조가 아직 ‘필요에 기반한 접근’에서 ‘권리에 기반한 접근’으로 이행단계에 있으며 조금 더 수원국의 관점에서 개발이 수원국의 당연한 권리라는 인식을 바탕으로 수행될 필요가 있다고 결론 내렸다. 또한, 한국은 한국적 컨텐츠를 개발할 뿐 아니라 RBA를 통해 소외되고 배제된 그룹들에 대한 더 많은 관심을 주고 그들이 역량 강화를 위한 개발 사업을 할 필요가 있다. 한국이 앞으로 국제원조 사회의 미래를 주도하기 위해서는 이와 같은 지적을 바탕으로 인권에 기반해 전반적인 원조 방향을 정하고, 원조를 위한 가이드라인을 만드는 등 보다 더 구체적으로 고민해야할 것이다.

영문 초록

The international community has increased its aid to the least developed countries at a significant scale, in pursuit of its visionary goal of poverty reduction. South Korea, which recently advanced its position from a recipient country to a member of OECD-DAC, has played an important role in the process by scaling up its ODA and hosting the 4th High-level Forum on Aid Effectiveness(HLF-4). However, as some researches have demonstrated, South Korea is low in rankings on its aid effectiveness and development contribution, which calls for an increased attention to more effective, sustainable and alternative approaches to its aid policies. The purpose of the study is to reflect on the perspectives that underlie South Korea s initiatives for development cooperation through the Rights-based approach(RBA), and to suggest ways to enhance aid effectiveness. After a brief introduction on the historical context of the aid effectiveness and the RBA, the paper explains the components of the RBA and its added values. Then, the paper scrutinizes and compares Korea International Cooperation Agency(KOICA) and Norwegian Church Aid(NCA)’s development project implementation in Ethiopia through the perspective of the RBA. On analyzing the operation reports of the two projects, the paper concludes that South Korea’s ODA policies ground on a transitional perspective, moving on from the needs-based approach to the RBA. The paper argues that it is imperative to target more of its aid to the marginalized and the vulnerable population of recipient countries, while respecting their rights to development and pursuing the empowerment of the local population. In order to correspond to the international community’s expectation on South Korea and spearhead the future of development cooperation, South Korea needs to set concrete directions and guidelines for its aid policies that embrace the RBA.
