영문 초록

International society has been trying to enhance aid effectiveness since Paris declaration. South Korea is also trying to secure comparative advantages in international development cooperation field. ICT4D, Information and Communication Technology for Development, is representative sector by Korea because of world-class competitiveness in ICT industry. South Korea, however, still doesn t set a clear road-map to get the comparative advantages in ICT4D. Aid agencies in charge of ICT4D in South Korea, mainly KOICA or NIA, are still need to catch up with the new trend. The new trend of ICT4D is summarized as a donor country should consider but all flow of information and especially its application, not accessability to internet and tele-center construction for it. Many donor countries are getting to change their paradigm of ICT4D. They prefer to launch alternative projects for enhancing capacity of corporations in recipient countries and try to mainstream ICT in other industries by using appropriate technology. Furthermore aid agencies are trying to communicate with new tools such as social network services. Consequently, South Korea needs to focus on to make a comprehensive ICT4D strategy, deeply considering appropriate technologies and sustainable development to achieve economic and social development in recipient countries. It is also strongly recommended that improving institution for public-private partnership with ICT companies, social entrepreneurs and creative individuals who can contribute innovative ideas for more effective aid.
