지방자치단체 BSC도입의 실질적 성과에 관한 연구

국문 초록

본 논문은 2005년부터 수동적이고 일괄적으로 도입된 지방자치단체의 BSC에 대한 실질적인 성과달 성에의 기여도를 살펴보고자 하였다. 먼저, 반응변수를 공정성 지각과 더불어 BSC가 재무적 관점만이 아니라 비재무적 관점을 고려한 균형성과평가시스템이라는 점에서 질적․양적성과변수를 삽입 하였다는 점과 과정변수는 정착기 지방자치 단체에서 필요로 하는 변수를 삽입하였다는 차이를 가진다. 지방자치단체를 대상으로 214개 설문지를 실증분석한 결과 첫째, 과정변수 중 최고경영자 의지만 긍정적 인식을 나타내었고 둘째, 공정성지각과 과정변수간 회귀분석결과는 평가자 및 피평가자의 신뢰, 평가결과의 활용도, 달성난이도의 형평성, 최고경영자의 의지가 유의적으로 정(＋)의 영향을 미치는 것으로 나타나 인적자원관리의 중요성과 정착기 기관의 특성을 나타냈다. 셋째, BSC성과와 과정변수간 회귀 분석에서는 양적변수의 설명력이 질적변수의 설명력보다 높게 나타나 질적측정지표에 대한 정교한 개발과 정성적 요소의 객관성 증대방안이 필요함을 알 수 있었다. 넷째, 질적성과와 양적성과에 공통적으로 평가자 및 피평가자에 대한 신뢰, 평가결과활용도, 측정관점간 균형이 유의적으로 영향을 미치며 양적성 과에는 비전, 전략, 개인의 연계성, 피드백의 신속성이 추가적으로 유의적 영향을 미치고 있었다. 다섯째, 양적․질적 성과에 대하여 공정성 지각은 유의적으로 영향을 미치는 것으로 나타났다. 이상의 실증분석결과를 토대로 향후 BSC가 보다 긍정적 공감대 형성과 질적측정지표의 정교한 개발, 수직적․수평적 일관성 확보, 평가과정 및 결과에 대한 공정하고 적시적 결과의 피드백, 인적자원관리의 중요성과 공정성 확보에 주력할 때 효과적인 시스템으로 정착이 이루어질 것을 제안한다.

영문 초록

This paper was intended to look into the contribution of a local government, has passively and in a lump introduced from 2005, to BSC in respect to actual achievements. First of all, reaction variables are different from process variables in that the reaction variable is a balanced performance assessment system which considered not only a financial but a non－ financial viewpoint together with recognition of fairness and inserted a qualitative & quantitative result variable, while the process variable inserted a variable necessary for a local government during its period of establishment. As an actual analysis of 214 questionnaires of a local government；first, only the will of a chief executive officer among process variables showed positive recognition；and second, it was revealed that, as a result of regression analysis between fairness recognition and process variables, reliance of examiners and examinees, utilization of appraised results, fairness of level of difficulty in attainment and the will of a chief executive officer significantly have a positive effect, showing importance of human resources management and features of the period of establishment. Third, as a result of regression analysis between BSC result and process variables, the explanatory power of quantitative variables was higher than that of qualitative variables, so it could be known that elaborated development of qualitative measurement index and a method for increasing objectivity of qualitative elements were necessary. Fourth, it was found out that both of qualitative & quantitative results significantly were jointly influenced by reliance of examiners and examinees, utilization of appraised results, and balance between measurement viewpoints and have an effect on and quantitative results were additionally influenced by vision, strategies, individual linkage, speedy feedback. Sixth, it was found out that recognition of fairness significantly has an effect on quantitative & qualitative results. On the basis of the results of the above actual analysis, I proposes that BSC becomes an effective system in the future when BSC focuses on formation of more positive sympathy, elaborated development of qualitative measurement index, acquirement of vertical and horizontal consistency, fair and timely results of appraisal processes and results, importance of human resources management and acquirement of fairness.
