국문 초록

드림스타트 사업은 취학계층 아동의 건강한 성장 발달을 위해 이동과 그 가족을 대상으로 종합적인 서비스를 제공하는 국가와 지방자치단체의 책무로 규정된 아동복지 통합지원 사업이다. 본 연구에서는 저소득 아동통합서비스체계에 대한 이론적 논의와 선행연구들을 통해 드림스타트 사업체계에 대한 내용을 검토하고 성북구의 운용사례들을 분석해 봄으로써 효율적인 저소득 아동복지 통합서비스체계의 구축 방안을 논의해 보는데 목적을 두었다. 이 연구를 통해 나타난 문제점으로는 드림스타트 인력의 전문성 부족, 특화된 프로그램의 부재, 드림스타트 보조금 교부의 비합리성 등이 제시되었으며, 드림스타트 아동통합서비스 체계의 효율성을 위한 방안으로 후원기관 개발, 서비스대상 확대, 인력의 전문성 제고, 프로그램 이용에 대한 접근성, 특화된 프로그램의 개발, 서비스 전달체계의 개선, 학부모 지원 및 참여 유도 등을 제시 하였다.

영문 초록

Dream Start program is a business based on the welfare of children that helps those young kids who are in economically vulnerable situation and their family for the their healthy development by providing comprehensive services obliged by the central and local government. This research tries to review and analyze the overall system of the welfare program and Sung-buk local government's performances, thus aimed at discussing number of possible amendments in terms of the welfare program. Problems that were revealed through this research were the lack of specialized human resources, absence of particular program and disbalance in subsidies. On the other hand, developing donoring system, expanding the range of subjects of the services, increasing specialized human resources and access to the welfare services, invention of the specific welfare programs, improvement in delivery of the services, aiding the parents and arousing their participations were taken into account for the increased efficiency of the overall welfare system.
