국문 초록

주민참여예산은 지방재정운영에 대한 주민들의 직접 참여제도인 동시에 시민적 통제장치로서 예산편성과정에 시민참여를 확대함으로써 예산의 민주성과 지방재정 운영의 투명성과 공정성 및 효율성을 제고하고 재정민주주의 이념을 확보하는 것이다. 본 연구의 목적은 우리나라에 지방정부들이 주민참여예산제도의 도입을 위한 성공적인 요인과 효과를 분석하여 새로운 도입 전략들을 모색하는데 있다. 따라서 주민참여예산제도를 1989년 세계 최초로 도입한 브라질의 알레그레시와 도입 후 좋은 평가를 받고 있는 우리나라의 광주광역시 동구와 서구, 울산광역시 동구와 북구, 대전광역시 대덕구를 대상으로 주민참여예산제도의 도입단계, 운영현황, 의사결정구조, 도입 효과 분석을 하였다. 연구결과를 바탕으로 주민참여예산제도의 도입을 고려하고 있는 지방자치단체들에게 제시하고 싶은 성공적 도입의 조건으로 예산과정의 공개, 주민참여의 조직화 및 활성화, 공무원의 의식변화, 역기 능의 대응, 제약조건의 극복, 법적인 기초의 정비 등을 지적하고 있다.

영문 초록

The purpose of this study is in search for Strategies of Successful Operation for Adoption of Civil Participatory Budget System in local governments of Korea. The results of this study imply that participatory budgeting as a form of participatory democracy is a place for strengthening citizen's participatory potentials and that a participatory budgeting system for a successful operation must guarantee citizen's real participation in the process of decision-making. The Participatory Budget instituted by the Porto Alegre City government for the first time in 1989. It is defined as a process designed to promote sound, transparent management of municipal affairs by involving city residents in decision making on budget allocations. This comparative study is analysing the factors affecting the operational patterns of the participatory budget system in six city governments: Porto Alegre in Brazil and Kwangju Dong-gu & Seo-go, U1san Dong-gu & buk-gu, Daejeon Daeduk-gu in Korea. The research methodologies based on the case studies in terms of historical institutionalism. This study is based on a review of existing literature on participatory budgeting. Maximizing the strengths, while avoiding the weakness of PB. Base on the analysis of this study, the following suggestions for the better implementation of the system are made. open of budget process, organization of civil participatory, change of local official.
