국문 초록

2차 대전 이후 최악의 난민 유입 사태에 직면한 유럽연합(EU)과 유럽 각국은 지중해를 통한 난민 유입을 통제하기 위해 나토 해군력을 지원요구하고 있다. 난민의 유입 통로인 에게 해에 배치해 난민 밀입국 선박을 단속하는 등 난민 유입을 감시하는 임무를 부여하는 방안이다. 이에 따라 동지중해에서 해군 작전을 검토하고 있다. 이제 난민문제는 EU만의 문제가 아니라 전 세계적 문제가 되었다. 더구나 회원국 간 무비자 입국을 보장하며 유럽연합(EU) 체제의 기본 골격을 유지해온 솅겐 조약이 난민유입과 테러 위협으로 회원국 간 이해가 엇갈리면서 존폐의 갈림길에 서있는 상황이기도 한다. 더구나 2016년 정초에 발생한 이스탄불 자살폭탄 테러범이 시리아 난민을 가장해 터키에 입국하였으며, 2015년 11월 파리 테러의 용의자 일부도 난민으로 위장해 프랑스에 잠입한 것으로 조사된 바 있어 유럽에서 반(反) 난민정서가 더욱 확산할 조짐이다. 우리나라도 외국인 노동자, 난민 신청자, 북한 이탈주민증가등이 다문화 사회로 진입함에 따라 이들에 의한 테러가능성은 유럽의 상황을 더 이상 우리와 관계없는 일로만 볼 수 없는 상황 이라 할 수 있다. 따라서 우리정부는 난민문제와 관련하여 보다 적극적인 전략수립과 국제사회와 공조하는 포괄적인 접근이 필요하다. 본 논문은 유럽으로 대거 유입되는 난민 사태가 지구촌에 있어 인도주의와 안보에 전례없는 도전이 되고 있음에 따라 난민문제에 대한 한국의 대응과제를 분석하기 위한 것이다. 특히 한국의 난민문제와 국가안보, 이에 대한 대응과제를 살펴보고자 한다.

영문 초록

Recently Islamic State (IS) have a direct or indirect involvement in terrorism is gradually increasing and can drive the world into a panic. In Europe and amid the heightened emotions against refugee 'half (反) · Islamic refugees' protest increases. Now a refugee crisis that is emerging as a new social conflicts and security issues. Refugee crisis in decades, yet horrified by reports that hundreds of casualties we still regard the situation as a refugee pain and suffering experienced by abstraction only another nation. What then prepare strategies for the refugee problem in South Korea. The first is the strengthening of international cooperation and implementation of the Convention on Refugees for refugee protection. The second plan is prepared for the refugees who prepare for the sudden change in North Korea shall be provided in detail. In general, spontaneous movement of refugees, legal mass influx of refugees caused by low but likely to be recognized by the international community of the security issues, such as disputes are often caused the crisis in the receiving country and the security surrounding area. Now terrorism has become one of the most serious problems of security and security faced by the international community. Recent events in connection with the European Refugee refugee problem is now solved the common problem of the whole of Europe is not a matter of a particular country. All countries should accept refugees from humanitarian aid. The international community in order to resolve the refugee issue has continued attention will endeavor to provide a permanent solution rather than temporary. Refugee, teaches a generation that often the cause of war as well as a result of the war in human history is well. In particular, a recent refugee problem caused by the armed group Islamic State (IS) is a new type of matters directly concerning national security, because we also do not be an exception.
