국문 초록

우리나라는 2008년에 기후변화 및 에너지 위기에 대응한 녹색성장을 국가 패러다임으로 결정하고 저탄소 청정에너지의 개발을 통한 에너지 안보강화와 기후변화 대응 강화를 통한 국가의 경제성장 촉진 및 생태건전성 제고를 추진하고 있다. 이에 따라 산림청은 기후변화협약 IPCC가 인정한 유일한 탄소흡수원인 산림을 활용하여 산림바이오매스 생산 및 이용의 활성화롤 기후변화에 대응하고자 산촌지역에 산림탄소순환마을 조성사업을 추진하고 있다. 2010년부터 2014년까지 11개소를 시범사업으로 조성하는 계획을 가지고 있다. 2010년 산림탄소순환마을 시범사업 대상지로 선정된 경상북도 봉화군 춘양면 서벽리(봉화솔빛 산림탄소순환마을) 산촌마을은 가치 있는 녹색자원의 활용과 산림자원의 성장동력화를 기본개념으로 칩과 펠릿을 이용하는 중앙보일러의 설치, 녹색산업의 홍보교육의 장인 산림바이오매스센터의 신축, 에너지 효율의 극대화를 위한 목조주택주택개량 87동 및 마을주변 환경개선사업 등의 내용으로 산림탄소순환마을 조성사업을 추진하고 있다. 본 사업이 성공적으로 완료되고 마을의 운영이 효율적으로 이루어지면 마을은 산림탄소순환마을의 홍보와 녹색관광을 통하여 연간 5,700만원의 소득향상과 이산화탄소 배출량 380t Co₂의 절감을 기대한다.

영문 초록

In 2008, Green Growth has been determined as a national paradigm of Korea, to cope with climate changes and energy crisis. Development of low carbon eco-energy for improved energy security and climate change countermeasures is promoted to pursue economic development and ecological soundness of the nation. Korea Forest Service, to respond to the measure, is promoting Forest Carbon Cycle Community development in mountain regions trying to contribute to dealing with climate changes by making use of forest, the only carbon sink acknowledged by IPCC(Intergovernmental Panel on Climate Change), activating Forest Biomass production and utilization. Korea Forest Service is planning to construct 11 Forest Carbon Cycle Communities from 2010 to 2014 to serve as a model. Construction plan for a community in Seobyeok-ri, Chunyang-myeon, Bonghwa-gun in Gyeongsangbuk-do province(Bonghwa Solbit Carbon Cycle Community), one of the model communities in 2010, is based on the concept of valuable Green Resources utilization and using forest resources as dynamic force of development, including installation of central heating system using chips and pellets as fuel, construction of Forest Biomass Center as a major point of Green Business promotion and education, improvement for wooden housing complex that consists of 87 buildings and its surrounding environment for maximum energy efficiency. It is anticipated that when this business is successfully completed and the communities effectively managed, they will contribute in increasing income by 57 million won and reducing carbon emission by 380tCo₂each year through advertizement of Forest Carbon Cycle Community and green tourism.
