도시생활쓰레기의 밟생억제 및 재활용에 대한 수도권주민의식 조사분석

국문 초록

수도권지역 주민들을 대상으로 생활쓰레기 재활용에 대한 설문조사를 1993 년 12 월부터 1994 년 1 월사이에 실시하였다. 본 설문조사의 결과가 우리나라 폐기물재활용 정책， 법규 및 제도의 개발 및 발전을 위하여 필요한 기초자료를 제공하는데 다소의 도움이 되기를 바란다. 총 782 개의 설문지를 배포하였으며，473개가 회수되었고，그중에서 사용가능한 갯수는 4377R 이었다. 설문조사결과는 통계프로그램 SAS를 이용하여 분석하였다. 조사결과 아파트지역의 경우 86%정도가 분리수거함이 설치되어 있었으나 단독주택의 경우 33% 에만 분리수거함이 설치되어 있는 것으로 나타났다. 총 응답자 중에서 거의 반에 해당하는 사람들이 답하기를 생활쓰레기 중에서 음식쓰레기가 가장 양이 많다고 하였다. 생활쓰레기 재활용을 위한 분리수거시 가장 문제가 되는 것은 이들 재활용품을 집안에 보관할 장소가 부족하다는 것이었다. 수도권 주민의 78.5%는 기꺼이 재활용시책에 참여하겠다고 하였으나 일부(1 4.4%) 는 자신들에게 혜택이 돌아올경우에 참여하겠다고 답하였다. 이들 혜택을 원하는 층은 대부분 저소득층인 것으로 분석되었다. 총응답자 중에서 66.1%는 일회용품을 사용하지 않는다고 하였으나， 30 세 미만 응답자 중에는 오직 53%만이 일회용품을 사용하지 않는다고 답한 것으로 분석되었다. 중학교졸업자이면서 30 세 미만의 응답자들은 상당수가 우유팩을 그냥 버리는 반면에， 40 세 이상이며 대졸이상의 학력자들은 상당수가 우유팩을 세척한 후 말려서 재활용 분리수거함에 버린다고 답하였다. 신문지의 재활용에 대한 응답결과를 살펴보면 오직 43.9%만이 신문지를 별도로 모아 재활용수거함에 버리는 것으로 나타났다. 알루미늄캔에 대해서도 22.5%가 재활용 불가능한 물질로 생각하고 있었고 특히 중졸이하의 경우에는 30.4%나 되어 재활용에 대한 교육 및 홍보가 더욱 필요한 것으로 나타났다.

영문 초록

A survey was carried out in Seoul Metropolitan area during December of 1993 and January of 1994. The objective of the survey was to provide a useful information for the development and improvement of recyc1ing policies, regulations and systems in Korea. Of the 782 individuals contacted, 473 individuals completed and retured surveys, of which 437 were usable. The results were analyzed using a statistical package SAS(Statìstìcal Analysis System). The results indìcated that 86% of apartment area has recyc1ing bins, while only 33% of ìndividual house(detached dwelling) area has those. About half of the respondents felt that food waste is the major source of household waste. The most serious problem to recyc1e more household waste is to provide space to store recyclables at the source. The majority of Seoul Metropolitans(78.5%) are willing to participate in recycling programs, while 14.4% want to participate only when there are economic incentives or benefits. Respondents who want economic incentives appeared to be low income people. 66.1% of total respondents said that they do not use disposables. However, only 53.0% among respondents under 30 years old answered they do not use disposables. People who graduated from middle high school only and are under 30 years old have tendency to dispose of used milk cartons without rincing and drying, while those who are over 40 years old and graduated from university prefered to rinse and dry used milk cartons before disposa1. Regarding disposal of newspapers, only 43.9% of the total respondents separated newspaper from other types of used paper. 1n the case of alumium cans, 22.5% of the total respondents answered that used aluminum cans are not recyc1ables. Much higher portion(30.4%) of the respondents who graduated from middle high school only felt that aluminum cans have no value to recyc1e. The results indicated that education and information regarding recyc1ing are highly desirable.
