이주민선교의 효과적 수행을 위한 국가 다문화교육 정책 고찰

국문 초록

본 연구는 이주민선교를 효과적으로 수행하기 위한 하나의 방안으로서 국가의 다문화교육 정책에 대한 기본적 이해가 필요함을 말하고 있다. 이에 다문화교육이란 무엇인지 먼저 간략히 정의하였고 다문화교 육의 대상을 제시하였다. 또한 정부가 지금까지 시행해 온 ‘외국인정책 기본계획’의 흐름 속에서 다문화교육 정책을 정리해 보았다. 특히 국가의 다문화교육 정책에서 이주민선교를 위한 적용 및 실천 방안은 없는지 살펴보았다. 이는 이주민선교가 교회 안에서만 수동적으로 이루어지는 데 그칠 것이 아니라, 이주민들이 모여 있는 삶의 현장으로 직접 들어가는 등의 역동적인 사역이 되어야 할 것임을 강조하였다. 이주민선교는 교육이라는 분야, 특히 다문화교육이라는 큰 틀 안에서 전문성을 가지고 대상자들을 만날 수 있어야 한다. 또한 기독교 세계관을 기반으로 제작한 우수한 다문화교육 콘텐츠와 프로그램 및 교재들을 개발하고 보급하는 일 또한 매우 중요하다. 더욱이 이주민선교를 위해 국가의 정책과 계획이 무엇인지 파악하고 활용할 수 있는 순발력도 필요하다. 즉 다문화 중점학교 교육 내용에서도 제시하고 있듯이 다문화이해교육, 문화간 이해 및 소통, 문화다양성, 반편견 및 반차별, 세계시민의식의 주제를 다룸은 물론, 한국어교육, 상담, 멘토링, 문화체험교실, 인권, 평등사상, 성품교육 등 다양한 주제에 대한 전문가들을 배출하여 학생들과 교사들, 학부모들을 만날 수 있도록 다문화교육의 장을 계속해서 준비하고 열어나가야 할 것이다.

영문 초록

The purpose of this study is to understand the effect of the education policy and the development of effective immigrant missions on the multicultural community in South Korea. What could be considered as the first multicultural education, which was a brief presentation on the subject of multicultural education, was the implementation of the policy in the Action Plan drafted due to the influx of foreigners that has previously been examined when studying about multicultural education policy in South Korea. Also I organized the application plan for immigrant missions of the education policy of the state on the multicultural community. The Christian Church has taken a passive stance in their work often with the emphasis on the in departure of foreigners . The larger framework of multicultural education, in particular, should be able to meet address multicultural education subjects. It is also important to develop and propagate good content for multicultural education programs that are produced based on Christian worldview. In addition, what is required are improvisation to determine what policies and programs should undertake in order to rapidly apply the policies and programs in immigrant missions. In other words, as presented in the education programs for multicultured centered school, we should emphasis more on crosscultural understanding and communication, cultural diversity, anti-bias and anti-discrimination, topics on global citizenship, Korean language education, counseling, mentoring, cultural classes, human rights, equality ideology, and character building education programs for students, teachers, and parents to prepare them for the multicultural education environment.
