국문 초록

본 연구는 국제사회에서 빈번히 이루어지는 경제제재(economic sanctions)의 발발에 미치는 다양한 국제정치, 경제적 영향요인의 계량적 분석을 그 목적으로 한다. 경제제재에 관한 그간의 국제정치학 연구는 경제제재 발발(onset)보다는 경제제재 성공(success)에 관한 분석에 치우쳐왔던 것이 그현실이다. 본 연구에서는 경제제재의 성공과 발발은 상호연관될 수밖에 없다는 점에 착안하여 이에기초한 분석방법인 표본선택모형(sample selection model) 분석을 시도하였다. 본 연구의 대표적 연구결과의 하나는 국제정치학의 세력불균형이론(power preponderance theory)이 주장하듯이 국력 차이가 큰 국가들 사이에 경제제재의 발발이 비교적 드물게 일어났다는 점을 보여주며, 이는 제재성공의 명확성에 기인한다고 저자는 주장한다. 또한, 본 연구에서는 경제제재 발발에 미치는 다양한 변수들을 계량검증하고 이것이 주는 이론적 함의에 대하여 논의하고 있다. 마지막으로 본 연구는 경제제재 발발의 다양한 영향에 관한 분석결과가 우리에게 주는 구체적 정책함의에 관하여 논하고 있다.

영문 초록

This study argues that a state’s power is best conceptualized by considering how a state interacts with all other states in different networks within the international system. This social network explanation for national power is applied to economic sanctions, one of the most widely studied empirical phenomena in international relations, focusing on power explanations. The evidence from the empirical analysis of economic sanctions during the Cold War period shows that dyads with highly asymmetric national power seem to be less likely to be involved in economic sanctions. As power preponderance theorists argue, power preponderance will preserve peace because it reduces the uncertainties of prospective winners and losers in a dispute. The evidence from nonparametric model discrimination statistics and information criteria measures also shows that the sanctions models with new social network power measures have greater explanatory power than or statistically outperform models relying on attributional power measures, such as Correlates of War index and GNP.
