국문 초록

본 연구는 다문화가구의 현황을 종합적으로 파악하여 우리사회에 적응할 수 있도록 외국인의 삶을 반영하는 새로운 주거형태로서 협력적 주거의 적용가능성과 주거정책의 방향을 외국인밀집지역을 대상으로 설문조사를 실시하여 빈도분석, 교차분석, 일원배치 분산분석과 외국인주거정책 고찰을 통하여 제안하고자 하였다. 본 연구의 결론은 다음과 같다. 첫째, 다문화사회로의 진입이 예상됨에 따라 장기적으로 바라 봤을 때 외국인이 우리사회에 적응하기 위한 방안으로 우리나라에 거주한지 1년 이상의 장기간 거주자를 대상으로 공공임대주택의 종류별로 다르게 규정되어 있는 입주자격의 통합을 통하여 입주기간, 입주조건 등 공공임대주택의 외국인 입주관련사항을 관련법을 우선적으로 개정을 하여 당해도시의 인구대비 외국인비율에 따라 외국인이 공공임대주택에 입주할 수 있는 방안을 모색해야 할 것이다. 둘째, 공공임대주택 입주 시 다문화가구의 소득수준, 1 인 가구 비율 등을 고려하여 새로운 주거형태인 협력적 주거의 적용을 통하여 내국인과 외국인이 협력하고 그 지역을 활성화 할 수 있는 방안을 모색한다면 지속적으로 우리나라가 발전할 수 있는 방안을 만들어 갈 수 있을 것이다. 셋째, 다문화와 같이 열악한 환경에 거주하고 있는 편부모가정, 장애인가정 등 경제적ㆍ사회적 소외계층을 위한 협력적 주거가 형성될 수 있는 정책적 뒷받침이 된다면 서로의 장점과 단점을 보완할 수 있는 새로운 주거형태로서 성공적인 사례가 될 수 있을 것이다.

영문 초록

This study conducted a survey was made on foreigners’ concentration areas in order to grasp an overall status of multicultural households, and the study intends to suggest applicability of cooperative residence as a new housing form reflecting foreigners’ living for adaptation to our society and also the direction of housing policy through frequency analysis, crossover analysis, one-way analysis of variance and deliberation of foreigners’ housing policy. Conclusion of this study is as follows; First, it is expected that our country will enter a multicultural society. As measures for foreigners to adapt to our society in the long run, it is required to amend laws related to living matters including rental period and conditions of public rental housing by integration of move-in qualification, which is provided differently as per kind of public rental housing, for foreign residents who have lived in our country for more than 1 year so that foreigners may live in public rental housing in proportion to foreigners’ ratio in the relevant city. Second, considering the income level of multicultural household at the time of moving into public rental housing and the ratio of single-person households, we can find a way for our country to continuously develop if local persons and foreigners cooperate with each other by application of collaborative housing for revitalization of the area. Third, if political support is rendered to arrange collaborative housing for socially and economically neglected class including single-parent families and the disabled families who live in poor surroundings like multicultural persons, it will be a success case as a new housing form to make up for common merits and demerits.
