국문 초록

경찰 조직 내의 신뢰는 사회자본의 핵심 구성요소로서 경찰관들의 행태, 직무만족 및 조직몰입, 사기(morale) 등은 물론 나아가 직무성과에도 중대한 영향을 미친다. 자아효능감(self-efficacy)은 업무자체나 업무수행 과정에서 느끼는 일종의 자신감으로서 경찰관의 심리적ㆍ정서적 건강성을 나타내는 지표로 사용되며, 직무성과에 중대한 영향을 미치므로 경찰관이 갖추어야 할 주요 자질 중의 하나로 간주되고 있다. 본 연구는 경찰조직 내의 신뢰와 자아효능감이 지역치안 확보에 중대한 영향을 미친다고 보고 이들 두 변수간의 관계를 경험적인 연구를 통해 분석하였다. 독립변수인 경찰조직 내의 신뢰수준의 평균값은 3.36으로 경찰관들은 경찰조직 내의 신뢰수준에 대해 대체로 긍정적으로 인식하고 있으나 만족할 만한 수준에는 미치지 못하는 것으로 인식하고 있는 것으로 나타났다. 하위지표별로는 성실성, 정직성, 호의성에 대한 신뢰수준의 평균값은 3.5를 상회하고 있으나, 어려움에 처했을 경우의 조직의 지지에 대한 신뢰수준에 대한 평균값은 2.92로 가장 낮게 나타났다. 종속변수인 자아효능감의 평균값은 3.93으로 경찰관들은 업무와 관련한 본인들의 자아효능감에 대해 상당히 긍정적으로 인식하고 있는 것으로 나타났다. 독립변수인 경찰조직 내의 신뢰수준은 통제변수를 포함한 회귀분석에서 경찰관의 자아효능감에 유의미한 정의 영향을 미치는 것으로 나타났다. 이러한 결과들은 경찰조직의 성과제고를 위해서는 대인관계에 기초해서 생산의 하부구조를 구성하는 신뢰를 제고하는 것이 필요하다는 점을 시사하고 있다. 조직 구성원들 간의 신뢰수준의 제고는 곧 구성원 개개인들의 자아효능감을 높이는데 기여할 것이며, 높여진 자아효능감은 성과제고로 이어지기 때문이다. 본 연구는 조직 내 신뢰수준의 제고를 위해서는 의사결정과정에서의 참여기회의 확대, 상의하달식 의사소통구조의 개편, 동아리 활동 등의 활성화 등이 필요함을 강조하였다.

영문 초록

This study examines how police officers' perception on organizational trust influences on their perception on self-efficacy by analyzing survey data. Organizational trust within police organizations, as a key component of social capital within organizations, is known to have significant impact on various factors including personal behavior, job satisfaction, organizational commitment, morale, and job performance. Self-efficacy, on the other hand, is seen as a type of self-confidence recognized with job itself and in the process of the work. As a key indicator of psychological and emotional personal well-being, self-efficacy is considered one of essential qualifications that police officers are to be equipped with since it eventually determines the level of job performance. Through empirical research, this study measures the level of police officers' organizational trust and self-efficacy and examines the influence of organizational trust on self-efficacy. The data for this study were collected through surveys conducted on 314 police officers serving in Busan Metropolitan City. The findings of this study can be summarized as follows: First, the mean of organizational trust is 3.36, which shows that even though police officers' perception on organizational trust is positive but in short of satisfaction. Second, the mean of self-efficacy is found to be 3.93 which show that police officers maintain relatively high level of confidence in the process of conducting their duties. Third, multiple regression analyses show that organizational trust within police organizations has a statistically significant and positive relationship with self-efficacy. These results imply that it is necessary to raise trust level to improve organizational performance. As long as policing is a cooperative work in nature, organizational performance of police organizations can not be improved not by increasing individual competency and expertise but by cooperations among various individuals and organizational units. Without trust within organizations, successful cooperations among relevant individuals and organizational units can not be achieved. The findings of this study empirically shows that it is necessary for police management to maintain the level of trust within police organizations to improve performance level of police organizations. In the conclusion, this study proposes several policy means to increase the level of organizational trust within police organizations.
