1. 연구개요 □ 성인지예산제도는 정책과 재정운용에 있어서 성평등에 대한 인식의 제고, 성 평등에 대한 정부의 책임성 강화, 성평등과 여성의 지위향상을 위해서 예산과 정책을 실질적으로 변화시키는 것을 목적으로 함. □ 제도의 도입취지에 따라 본 연구는 『2011년도 성인지예산서』 및 『2011년도 성인지기금운용계획서』를 통해 예산제도로 인해 나타나는 결과 상 성별에 대한 격차와 차별이 있는지를 분석함. □ 이를 위해 본 연구는 그 동안에 성인지예산, 성인지예산제도에 대해서 세부주제별로 단편적으로 논의가 진행된 경향을 극복하고, 또 아직 충분히 논의 및 분석이 이루어지지 못한 국가 『성인지예산서』 및 『성인지기금운용계획서』의 분석을 수행함. 이를 통해서 성별수혜격차에 대한 보다 심층적이고 종합적인 이해를 돕고, 본 제도가 발전하는데 시사점을 도출하고자 함. 2. 연구의 방법 및 주요 연구내용 □ 첫째, 문헌연구 및 자료수집을 실시함. 성인지예산제도의 도입 목적과 이 제도를 통해 성별 수혜격차를 논하는 이론적 근거 등을 알아보기 위해서 국내외의 문헌들을 고찰함. 둘째, 800페이지에 달하는 『2011년 성인지예산서』 및 『2011년 성인지기금운용계획서』를 데이터구조화하고, 이에 대한 통계분석을 실시함. 셋째, 여성가족부, 기획재정부 및 관련 전문가 자문회의 및 세미나를 개최함. 연구내용 전반, 분석방법 및 기준, 정책제언 등에 대해 관련 전문가와 유관단체 관련자들의 의견을 수렴함.

영문 초록

The purpose of gender budget system is to change budget and policy in practice in order to enhance gender equality, strengthen government responsibility and empower women in the area of policy and financial operation. By analyzing 『2011 Gender Budget Statement』 and 『2011 Gender-sensitive Fund Operating Plan』, this research sought for the gender gap and distinction in consequence of the budget system. In detail, Part 2 deals with the concept, category, method of gender gap analysis and previous studies regarding gender gap; Part 3 deals with the process and overview of 『2011 Gender Budget Statement, 2011』 and 『Gender-sensitive Fund Operating Plan』; Part 4 deals with the analysis of gender beneficiary gap status and empirical analysis on gender benefit gap; Part 5 suggests policy recommendations on the allocation of national gender budget and gender-sensitive operating plan in order to enhance the system based on the in-depth and comprehensive analysis mentioned above. The research presented the overall gender gap status of 『2011 Gender Budget Statement』 and 『2011 Gender-sensitive Fund Operating Plan』, and main policy agenda on child caring area and financially supported work-related project area. Moreover, it also defined the concept of gender benefit gap and conducted an empirical analysis on factors that result gender benefit gap. Factors including scale of institution, project area and type, accounting type, result objective target were considered as a result of gender benefit gap. Therefore, it proved that the relationship between the result objective target and gender benefit gap rate were positive correlation. Project with high gender benefit gap having higher rate of women beneficiary than women recipient was considered to be high women benefit rate project. The result objective target, normally considering the realistic possibility, has been drawn up in a conservative way based on existing gender rate which reflects the reality. The projects with high women benefit rate continuously tend to set up high women benefit rate on the result objective target. The influence factor of budget determination was found in education sector. Yet, previous year's gender benefit gap was not a meaningful factor in the process of budget determination. This showed that the gender beneficiary gap was less considered in the budget allocating process. The main purpose of gender budget system is to empower gender equality in order to increase budget by drawing up gender budget statement and fund operating plan. It is necessary to secure sufficient amount of budget and shift the existing way of policy implementation by compiling gender equality-related budget that are scattered around government agencies and analyzing the scale, content and increasing trend. Therefore, here are some priorities to resolve the problem; 1) Enhance the reliability of gender statistics information, 2) improve the validity of result objectives(indicators) and apply them in practice, and 3) analyze gender benefit gap by main policy agenda in cross-cutting way.
