Ⅰ. 서 론 1. 연구의 목적과 필요성 ㆍ2008년 OECD 개발원조 위원회(Development Assistance Committee: DAC)의 우리 나라에 대한 특별검토에서, 원조체계의 분절화를 완화하고, 공적개발원조(Official Development Assistance: ODA)의 선택과 집중을 위해서 중점협력대상국을 선정하여 유ㆍ무상원조 통합국별지원전략(Country Partnership Strategy: CPS)을 수립할 것과 우리나라의 ODA에서 성 주류화가 미흡하다는 점을 지적함. ㆍ국제사회가 권고하는 ODA의 성 주류화의 경우, 통합 CPS 수립 과정에서 성 인지지적 관점을 통합하여 모든 영역과 분야에서 젠더가 크로스커팅(cross-cutting)되도록 하여야 하는 필요성이 대두됨. ㆍ이러한 맥락에서 본 연구는 중점협력국에 대한 성 인지적 국가환경분석 즉, 국가계획 및 빈곤감소정책, 여성정책을 분석하여 중점협력국가의 주요한 젠더이슈를 파악하여, 이를 토대로 성 인지적 CPS를 수립하는데 필요한 젠더 프로파일(gender profile)을 생산하고, 양성평등과 여성의 역량강화를 통해 빈곤을 감소하기 위한 ODA 영역 발굴을 목적으로 함.

영문 초록

According to the OECD/DAC's Special Review of South Korea's development co-operation in 2008, South Korea was advised to continue to make progress on aligning its aid with partner countries' national systems and more importantly, South Korea puts limited emphasis on cross-cutting issues, such as insignificant funding on gender. As gender equality perspectives have not been yet fully integrated into South Korea's Official Development Assistance(ODA), further studies are required to overview comprehensive gender analysis in a given partner country's political, economic, and social situation as well as the partner government's development plans. While Bangladesh has been one of the top recipients of South Korea's ODA over the past decade, there have been a lack of single, integrated country analysis from a gender perspective for partner countries. Therefore, this study conducts gender analysis and field interviews on various sectors of Bangladesh aligned with the Millennium Development Goals(MDGs). The results will allow for producing gender equality and poverty reduction strategies for the partner country, in addition to effectively build a Country Partnership Strategy(CPS) for the South Korean government. The findings are robust to the policy recommendations on the issues of education, human resources development, public health, prevention of violence against women, climate change and the environment. In line with policy recommendations, attributable inputs are significantly related to South Korea's successful development achievements in the past.
