국문 초록

1. 연구의 필요성 및 목적 그동안 우리나라의 자녀돌봄 서비스 정책은 일하는 부모에 대한 지원을 상대적으로 소홀히 해왔다고 할 수 있다. 이에 정부는 2011년부터 중소기업 밀집 입지 공간인 전국 산업단지를 중심으로 산업단지내 어린이집 확충 조치들을 발표하였으며, 박근혜 정부에서는 "안심하고 양육할 수 있는 여건 조성"을 국정과제로 설정하면서 "믿고 맡길 수 있는 어린이집 확대"를 위한 조치의 일환으로 "일과 가정의 양립을 위한 직장어린이집 활성화 방안"을 발표하고 특히 산업단지내 공동직장어린이집 확충을 위한 획기적인 방안을 제시했다. 또한 기업 측에서도 산업단지 내 어린이집 확충 필요성을 정부 측에 건의하였으며, 전경련에서는 기금을 조성하여 몇몇 국가산업단지를 중심으로 어린이집 설치를 지원했다. 그럼에도 불구하고 2013년 9월 현재 산업단지 안에 설치된 어린이집은 총 44개소에 불과한 실정이다. 이 연구는 이러한 정부의 정책 드라이브에 대응하여, ①산업단지의 특성과 입지여건을 분석하여 어떤 조건이 갖추어질 때 산업단지에 어린이집을 설치 운영하는 것이 바람직한지를 파악하고, ②산업단지내 어린이집 설치를 촉진하기 위한 기존 정책 사업들을 리뷰하고 향후 개선 방안을 제안하고자 한다. ③ 나아가 이러한 산업단지내 어린이집 확충 방안이 직장보육 활성화를 통한 일하는 부모에 대한 양질의 보육서비스 제공이라는 보다 더 넓은 정책목표의 달성을 위해 갖는 함의가 무엇인지 살펴보고자 한다.

영문 초록

The study aims to review current policy programs geared to facilitate daycare center services within the precinct of an industrial complex and to offer policy proposals in order to build more and better daycare centers within the complex, thereby promoting work-life balance among workers at resident companies. With this purpose in view, the study first examines a wide array of previous studies in the fields of corporate childcare and industrial complex restructuring. Then it scrutinizes existing policies aiming to promote childcare services in industrial complexes, finding pitfalls and weaknesses which shall be redressed by policy redesign. It is noted that not all complexes being suitable for daycare center services, a criterion by which a complex can judge whether or not it is fit for hosting a daycare center within its precinct should be established. Such a criterion should involve a set of measures which can show whether or not the complex is dangerous, degenerating, securing suitable spaces earmarked for a childcare center, and commanding a high level of demand for an onsite childcare service among its workers. Based on a survey, the study also analyses conditions both amenable and detrimental to providing onsite daycare services within those 155 industrial complexes which are selected randomly from the 300-about industrial complexes whose list has been compiled by the Center for Facilitating Corporate Childcare Services. The study also collects qualitative information about difficulties facing a group of firms which have been endeavoring to build their own daycare centers within their industrial complexes. Finally the study suggests a series of policy recommendations and illuminates further implications for providing both men and women workers with a quality childcare support service.
