국문 초록

우리 모두의 생활은 의학의 발달과 풍족한 영양섭취와 운동을 통한 건강한 생활을 영위하게 되면서 평균수명의 연장으로, 고령인구가 날로 늘어가는 현실이다. 과학적인 조사에 기초해서 고령인구를 위한 장기적 재정계획 뿐만 아니라, 세대 간 균등 부담을 위한 체계적인 재정설계가 절실하게 요구되는 현실이다. 따라서 많은 선진 국가에서도 사회ㆍ경제적 환경에서 고령화 사회에서 필요한 연금개혁을 시행해오고 있다. 고령사회에 대한 대비가 우선시되어야 하는데, 전 세계적인 경제성장이 정체되거나 후퇴되는 것이 현실적인 문제이다. 이러한 변화는 고령화뿐만 아니라, 경제적 발전과 성장이 제대로 이루어지지 못하면서 공적연금재정안정에 대한 직접적인 위험이 예상된다는데 있다. 공적연금에 대한 구조적인 개혁과 변화가 있어야 한다는 표출된 요구가 학계, 연구기관, 사회단체에서 이루어지고 있다. 이 연구에서는 다가올 미래를 위해서 공적연금개혁에 대한 필요성을 분석적으로 제안하고, 알리는데 목적이 있다. 우리나라는 OECD 국가 중, 가장 빠른 고령화 국가에 하나이다. 따라서 공적연금의 개혁은 국가사회 문제 중에서 가장 긴급성을 요하는 것이다. 우리나라 공적연금(국민연금, 군인연금, 공무원연금, 사학연금)은 여러 방면에서 개선할 사항이 많다. 그런데도 공적연금 중에서 국민연금의 개혁만이 첫걸음의 진전을 이루었을 뿐, 타 공적연금은 제자리를 맴돌고 있는 현상이다. 우리 모두는 근본적인 재정적 문제를 긴박하게 느끼지 못하고 있는 현실이다. 이 연구에서는 우리나라의 연금의 개혁의 선행연구 자료를 연금분석가, 행정정책가들 사이에 논의 되어진 장단점을 면밀하게 분석해서, 장래의 공적연금 개혁의 한 외연을 넓혀보고자 하는 데 연구목적이 있다.

영문 초록

Currently the aging population in rapidly increasing owing to the extensive of the average life span, which in a feature in modern industry. This reconstruction may have to done based on scientific investigations that make programs' long-term financial stability and generational equity possible. Many countries have performed pension reform for changing social, economic, and demographic environment. First of all, it has been a change for the worse of demographic dependency because of an aging society. And a low-growth of economy has been popular in the world. These changes threatened a sustainability of public pension. This paper accounts for the necessity and typology of structural reform in pubic pension. This paper contributes to pension reformer's interest in that it addresses one of the most challenging issue the nation faces or will face near future by designing pension reform scheme. Korea is one of the fastest aging societies on OECD countries. Pension reform has been one of the most imminent social agenda in recent decades. However, the pension reform in Korea so far has not been satisfactory in many respects. Even after a series of parametric reforms the National Pension is still vulnerable for the long-term financial unsustainability. A pension reform act for public servants is just submitted to the Congress. Pension reforms for other special vocational sectors such as military pension and private school teachers have not started yet and long way to go ahead. The paper studies past experiences of pension reform in Korea and explores the most urgent issues discussed among researchers and policy makers. It also proposes extensive options for the future reform and examines their pros and cons.
