통일전 독일의 ‘독일문제에 대한 교육지침서’와 한국의 ‘통일교육지침서’ 비교

국문 초록

‘독일문제에 대한 교육지침서’(1978)와 ‘통일교육지침서’(2013)는 통일교육을 위한 서독과 남한의 국가 수준 교육지침서이다. 본 연구는 독일에서 통일전에 교육측면에서 통일을 위한 노력을 대표하는 독일문제에 대한 교육지침서와의 비교를 통해 한국의 통일교육지침서 등 통일교육의 개선을 위한 쟁점 사항을 도출하고 논의함을 목적으로 한다. 분석결과 독일의 통일교육지침서는 자유, 민주, 민족의 통일교육 이념과 목표를 위해 독일 통일에 대한 선언(agenda)적 내용을 진술하고, 초중고 교육전반에서 그리고 특정교과에서 유의할 점을 기술하였다. 우리나라의 통일교육지침서는 독일의 지침서 내용을 포괄하는 양적 질적으로 체계적인 내용, 관련 문서 및 법령을 갖추고 있다. 그러나 통일교육을 받은 사람들에게서 나타나는 통일의식, 그리고 변화된 한반도의 상황 등은 그동안의 통일교육에 대한 교육적 노력에도 불구하고, 통일 교육에 대한 보다 전문적이고 발전적인 논의, 그리고 통일교육자료에 대한 전향적인 연구와 자료개발이 필요함을 요구하고 있다.

영문 초록

‘Recommendations for the treatment of the German problems in the classroom(1978)’ and ‘Guidelines for unification education of Korea(2013)’ are national level guidelines for unification of divided nations in West Germanty and in South Korea. This study aims to compare and analyze the ‘Recommendations’(short for ‘Recommendations for the treatment of the German problems in the classroom(1978)’) and the ‘Guidelines’(short for ‘Guidelines for unification education of Korea(2013)’) and draw the issues and implication of Korean unification education. In the ‘Recommendations’, agendas and guidelines of German unification for freedom, democracy and German people in all over the elementary and secondary schooling were described. For unification education all the subjects are needed but several subjects, i.e. political education, geography, and German(Language) were stressed. The ‘Guidelines’ has more systematic structure and is related with a large amount of documents on the unification education. For example, beyond the ‘Guidelines’ there are educational materials and guidebooks at the elementary school and secondary school level for the unification education. German ‘Recommendations’ is more simple than Korean ‘Guidelines’, but it has effectivive messages. Empirically verified results of German Recommendations’ is the real unification of Germany itself. But in Korean situation the fact that the awareness of unificaion that young generaion have is more negative than those of elder people can be pointed out as the negative result of unificaition of education. Recommendations are as follows: First, there should be multidimensional and multidisciplinary approach in the unification education of Korea. Second, reconceptualization of unification education is needed. Because the young people who have been educated for unification of Korea show negative attitude to unification. Third, more rigorous research and development in the field of unification education should be needed.
