국문 초록

노동소득분배율은 국민소득 가운데 노동소득이 차지하는 비중이며 나머지는 자본의 몫이다. 노동소득분배율의 측정에서 가장 주의를 기울여야 할 부분은 자영업자의 소득을 처리하는 방식이다. 본 논문은 자영업소득에 대한 세 가지 대안적 보정 방식을 적용하여 한국의 실상에 근접한 노동소득분배율을 산정해 보았다. 보정된 노동소득분배율은 1990년대 중반까지 비교적 안정적인 모습을 보였으나, 외환위기 이후 뚜렷하게 하락 추세로 전환되었으며 하락폭도 상당히 크다. 이는 외환위기 이후 실질임금 상승이 노동생산성에 비해 크게 제한되고 있음을 의미한다. 또한 세 가지 보정 방식 가운데 자영업소득이 나머지 부문에서와 같이 노동소득과 자본소득으로 구분될 수 있다는 방식을 택한 다음, 동일한 기준을 적용하여 주요 선진국과 비교해 보았다. 그 결과 한국의 노동소득분배율은 ‘수준’ 면에서 선진국에 비해 낮은 상태에 놓여 있는 것으로 나타났다. 마지막으로, 노동소득분배율의 하락이 계층별 소득분배의 악화와 함께 진행되었다는 것도 확인할 수 있었다.

영문 초록

The labor income share is the ratio of total labor compensation to national income, and the converse is capital’s share. When measuring labor share, however, we encounter the problem of adjusting the earnings of self-employed workers. Reflecting high fraction of self-employment in Korean economy, this paper presents three alternative measures of the labor share. Three adjusted measures are all relatively stable until the mid-1990s, but switch to a downward trend after the currency crisis. They also show remarkable decline. This means that real wage growth has been significantly limited compared to labor productivity growth. Out of three measures we choose the method assuming self-employed earnings are divided into labor income and capital income as the same fraction in the rest of the economy, and then apply the same criteria to the major industrialized countries. The result shows that Korea’s labor income share is lower than those of developed countries. Furthermore, significant parallels are observed between the falling labor share and the deterioration of personal income distribution.
