국문 초록

전 세계적으로 디지털화로 인한 방송의 기술진보 및 전체 미디어산업의 질서와 구조개편, 그리고 시장의 융합이 진행됨에 따라 통신과 방송을 구분하는 경계가 모호해지고 있다. 급속하게 변화하는 경기상황과 방송환경은 지금까지 공영방송이 수행해 온 사회적 역할은 유지하면서도 경영과 운영의 효율성 강화 및 기술수용, 재정확대, 방송ㆍ통신ㆍ뉴미디어 방송사업의 실용적인 전략이 요구된다. 본 연구에서는 공영방송의 정치적 독립성과 공익성을 유지 발전하고 디지털 전환과정에서 공영방송의 기능을 강화할 수 있는 방안들로 영국과 독일의 경영전략 및 사례들을 비교 분석해 보고자 한다. 세계적으로 공영방송의 위상은 그 정체성에 혼돈이 제기되고 있으며 경영ㆍ재정상에 있어서도 미래가 불투명하여 위기에 직면하고 있다. 이에 공영방송의 위상과 기능을 강화하고 위기대응을 할 수 있는 방안을 모색하고자 한다. 본 연구는 공영방송을 유지함으로써 다원적인 방송서비스를 시청자들이 향유할 수 있도록 하는 것에 초점을 두고 해외 주요국의 경영전략, 문헌연구, 사례분석 방법을 연구방법으로 채택하였다.

영문 초록

Study on business strategies of non-profit public broadcasting in the age of convergence between broadcasting and telecommunications: focused on cases in the United Kingdom, Germany and Japan As broadcasting technologies are advancing in the digital age, orders and structures of the entire media industry are changing, and market integration is actually happening all around the world, it becomes harder to tell the difference between telecommunications and broadcasting. Despite the fact that the role non-profit public broadcasting has played in the society has not been changed by the rapidly changing economic conditions and broadcasting environment so far, it still needs to strengthen the efficiency of operation and management, put importance on technology acceptance and financial development, as well as implement effective policy in the print media/ broadcast media/ new media and telecommunications industry. This study concentrates on some comparative approaches to analyzing management strategies and cases in the United Kingdom, Germany and Japan, based on ideas that aim to enhance the political independence and public service and public interest ability of public broadcasting, and to improve function of public broadcasting in the digitization process. There is an argument that non-profit public broadcasting faces a problem of identity confusion in every country. It also has an unknown future involving financial and management issues. In the study, some methods to reinforce the status and function of public broadcasting are therefore put forward.
