국문 초록

본 연구는 최근 해외수주 및 자원개발 확대로 해외로 진출하는 우리나라 기업들이 매년 증가하고 있어, 해외사업장 및 근로자들의 안전대책을 모색하기 위하여 국제 테러리즘 발생추세와 국내기업들의 자원지역 진출현황 및 외국에서의 국내기업들의 테러피해 현황 등의 분석을 통해 해외 자원지역으로 진출하는 기업들의 테러대응방안을 다음과 같이 제시하였다. 첫째, 국제테러대응을 위한 법적, 제도적 토대구축이다. 먼저 정부에서는 테러방지법을 하루빨리 입법화하도록 노력하고 테러 발생 시 테러관련부서들을 총괄 지휘할 수 있는 테러대응기구를 마련해야겠으며 기업은 이를 토대로 해외사업장의 안전관리 계획 수립과 테러대응 매뉴얼을 준비해야 되겠다. 둘째, 기업의 국제테러 대응전담 조직 운영이다. 국내 본사와 해외사업장 간 실시간대로 정보를 공유하고 테러에 대처할 수 있는 전담조직을 편성, 운영해야 한다. 셋째, 국내외 유관기관들과 정보수집체계 구축 및 해외사업장 직원들에 대한 대테러교육과 각종 상황 별 실제적인 훈련을 실시해야 한다. 넷째, 현지 커뮤니티의 적극적인 활용이다. 현지인 채용 등 일자리 창출을 통해 지역사회에 공헌할 수 있는 친기업화 전략으로 테러위협 요인을 사전 제거하도록 해야 한다. 즉, 해외에 진출하는 기업들은 해외사업장과 근로자들의 안전을 위해 기업 내 테러전담조직 편성, 운영과 과감한 예산투자, 근로자들의 테러위협에 대한 경각심 고취와 실제적인 훈련을 통해 테러의 위협으로부터 보호되도록 해야 할 것이다.

영문 초록

Recently there have been many companies going abroad in line with expansion of resource development and overseas orders. Analysis based upon international terrorism trends and domestic corporations’ resource-region entry status as well as the companies’ damage status in abroad, this research suggests following four counter-terrorism measures. First, legal and systematical foundation is required to cope with international terrorism. Government shall legislate law for terror prevention as soon as possible and establish counter-terror organization in an effort to command its subordinate departments when terror occurs. Furthermore, companies should prepare overseas workplace safety management plan and a counter-terrorism manual based on this. Second, company needs to operate international counter-terrorism department itself. Domestic headquarter should share information with overseas branch in real-time and organize counter-terrorism department to cope with possible terror-related incidents. Third, information gathering system in accordance with related institutions in and out the country is needed. Also, counter-terrorism education as well as preliminary trainings should be provided to the employees working overseas. Fourth, companies should take a positive advantage of local communities. They should preempt dangerous terror factors by operating pro-industralization strategy through job creation in local with which can contribute to the region society. In a nutshell, companies going abroad should focus on the security of employees as well as overseas workplace against terror attacks by organizing internal counter-terrorism department, managing and investing budget, reminding safety awareness and providing practical trainings to the workers abroad.
