해외자원봉사자의 안전관리 실태 및 개선방안

국문 초록

본 연구는 문헌연구와 국내외 자원봉사활동의 경험자 14명에게 의도적 표집(Purposive sampling)을 사용하여 표집하고 그 분석을 통해 테러, 일반범죄, 위생 및 질병의 사전 예방 및 대책을 연구하여 해외자원봉사자에 대한 안전관리를 모색하는 데 목적이 있다. 설문대상자에 대한 해외자원봉사의 안전관리 실태 및 교육에 대한 실태조사를 해본 결과, 전반적인 교육은 이루어지고 있지만 보다 체계적이고 전문적인 교육이 이루어지지 않고 있음을 알 수 있었다. 이러한 실태를 바탕으로 각 봉사활동 단체 및 유관기관에서는 매뉴얼의 작성과 사전 안전교육이 이루어져야 한다고 보고 있었다. 연구 결과 이에 대한 대책으로는 첫째, 국가는 자원봉사관계법규에 따른 자원봉사자의 안전한 환경, 안전교육 등 안전관리를 강구해야 한다. 둘째, 해외봉사활동을 위한 테러, 범죄, 위생 및 질병에 대한 안전매뉴얼이 구체적으로 마련되어야 한다. 셋째, 해외봉사 이전에 안전매뉴얼에 따른 전문가의 강의와 심폐소생술 등 구체적인 실습과 훈련이 이루어져야 한다. 넷째, 자원봉사활동 중에 발생한 자원봉사자의 사망 등에 대한 보상과 자원봉사활동 중에 발생한 타인의 신체 또는 재물손괴에 대한 완전한 보상을 할 수 있는 보험에 가입되어야 한다. 다섯째, 자원봉사활동기본법에 안전관리의 개념, 영역 및 안전수칙을 세부적으로 법령화해야 할 필요가 있다.

영문 초록

The purpose of this study is to find a way to implement safety management for overseas volunteers analyzing the way to prevent terror, crime, sanitary and disease based on the Purposive sampling of experienced 14 overseas volunteers and also on the comparative study. Even though overall education on safety management is going on but more systematic and professional education has to be reinforced. Based on the current status, the manual and preemptive safety education must be implemented by the organizations of volunteer activity and related authorities. The first counter-measure with the result of the survey is to pursue safety management such as safe environment and safety education based on the related law of Volunteer service by the government. Second, the detailed safety manual for overseas volunteers which are needed to prevent terror, crime, sanitary and disease should be made. Third, the classes based on the Safety manual and detailed training like CPR (Cardiopulmonary resuscitation) should be done for the overseas volunteer service. Forth, compensation on possible volunteer’s death and the insurance should be covered well on damages to other people and destruction of other’s property by the volunteers during the service period. In the next study, in-depth study would be done to strengthen the safety management of overseas volunteers through direct questionnaire surveys and analysis on all the volunteers who had experienced overseas volunteer services.
