장애아동 가정보호서비스 발전방안에 관한 연구

국문 초록

아동복지에서는 아동의 장애유무와 관계없이 가족과 생활하는 것을 제1의 원칙으로 하며, 이러한 상황이 불가능한 경우에는 최대한 가정과 유사한 보호형태인 위탁과 입양과 같은 가정보호서비스를 제공하도록 하고 있다. 그러나 장애아동은 가정보호서비스보다 시설보호 서비스를 제공받는 경우가 많아 이러한 아동복지 원칙에서 제외되는 경향이 있다. 이에 본 연구는 장애아동 보호서비스에 대한 선행연구와 관련 법률을 검토함으로써 우리나라 장애아동 가정보호서비스의 현황과 문제점을 살펴보았다. 연구결과를 토대로 다음과 같이 장애아동 가정보호비스의 활성화 방안을 제시하였다. 첫째, 아동배치를 담당하는 공무원과 입양 및 위탁기관에서의 장애아동 상담 및 사례관리를 수행할 수 있는 장애아동 가정보호서비스에 대한 법체계 및 구체적 지침이 필요하고, 둘째, 장애아동 가정보호서비스를 활성화할 수 있는 국가의 충분한 물질적·비물질적 지원이 이루어져야 하며, 셋째, 가정보호서비스를 담당하는 인력을 충원하고 이들을 대상으로 한 장애아동 전문교육이 이루어져야 하겠다. 네 번째로 장애아동 가정보호서비스에 대한 홍보와 장애아동 및 입양·위탁가정 발굴의 필요성을 제안하였다.

영문 초록

In child welfare, the first principle is that children, even those children with disabilities, should live with the family, or at least be provided with other alternatives similar to home care such as foster care or adoption. However, this principle is often not applied in cases with disabled children, who end up staying at residential services. This study examines the current status of home care service in Korea for children with disabilities. To reflect the opinions of those in the field, it includes interviews with child care practitioners and adoptive parents. The problems uncovered by this study show that the legal guidelines and policies regarding foster care and adoptions for children with disabilities are absent; that the human resources to take on the placement of such children are insufficient; and that the professional training for those who work with children with disabilities is not enough. The also suggests that analysis the government support for home care services for disabled children with disabilities is insubstantial. Also, It is rare to do Public relations about home care service for disabled children. In light of this, this article suggests developmental plans to improve these conditions and to stimulate change with in the home care services for children with disabilities.
