국문 초록

동서독 사람들은 각자 자신들이 살아왔던 삶의 방식과 세계관등의 인식의 차이로 인해 통일 이후 독일 사회에 대해 상이한 평가를 내리고 있다. 정치문화를 정치체제 또는 정치제도에 대해 사람들이 갖는 가치, 신념 등이라 할 때 이러한 인식의 차이는 결국 정치문화적 측면에서 동서독 사람들이 서로 상이한 입장을 갖게 된다는 것을 의미한다. 본 논문은 독일 통일 20년의 사회변화를 독일의 ‘정치문화’ 변이 속에서 고찰하여 동·서독 지역 간의 불균등과 편견의 원인을 찾고 서로 다르게 형성되어온 정치문화의 관점에서 비교 평가하고자 하였다. 동서독 사람들의 인식의 차이로 인해 나타나는 통일 독일의 정치문화에 대한 상이한 입장은 바로 정의에 대한 관점에서 명확하게 나타난다. 정의에 대한 동독 사람들의 이해는 통일 이후 독일의 정치체제, 제도에 대해 다양한 형태의 불만으로 나타나고 이는 사회통합의 장애물로 작용하고 있다. 이에 본 논문에서는 동서독 통합에 있어 핵심으로 동서독의 서로 다른 사회가 함께 성장할 수 있는 개연성과 서로 다른 사회를 승인할 수 있는 기회와 이를 정당한 것으로 받아들일 수 있는 구조에 달려있다고 보았다. 이러한 계기가 주어지지 않는다면 동서독 주민들 간의 그리고 사회 간의 연대와 다원적 공동체는 생각할 수 없다.

영문 초록

The reunification of the two German states whose people previously had belonged to one state and where a sense of common national identity had been cherished was the product of an unusual experiment in statecraft. The parallel existence of two German states with extremely different political and economic systems for almost half a century has led to the development of different family models, value systems, ways of spending free time and work ethos - to give only a few examples. Reunification brought about the transfer of the political system, institutions and business management rules from the west to the east. However, the contact of the two societies in many cases resulted in culture shock. Different political sentiments have developed in eastern and western Germany. This article is intended to examine the problem of cultural and social differences between the two societies from a political perspective. One of the most evident differences between the people of the two German societies is present in the perception of 'justice.' The two German societies define 'justice' differently and as a result have different views regarding the political system and institutions. This primarily concerns mindsets: Germans from both parts of the country still do not see themselves as one nation, which is manifested through mutual stereotypes and differences in behaviour. The dissonance between the political and the social realities impedes the formation of a pan-German identity. From the present point of view, it is the social divides which seem to be the greatest challenge in the context of a total reunification of Germany. The knitting together of the two societies until they grow into one body will require a open-mindness, great effort and great sensitivity from both eastern and western Germans.
