국문 초록

본 논문은 BSEC 회원국들 가운데 분쟁의 소지를 다수 내포하고 있는 조지아의 입장에 관해 분석한다. BSEC과 관련하여 조지아 정부는 자국의 국익을 흑해지역 안정과 안보의 강화 및 BSEC 회원국 간 경제 ㆍ무역 관계의 발전으로 규정한다. 이 같은 국익의 달성을 위해 조지아는 다양하고도 일관된 국가전략을 추구하는데 이의 성사 여부는 다음과 같은 사안의 해결에 달려 있다고 강조한다. 즉, 국가의 영토적 통합성을 회복하고 유럽ㆍ대서양 및 유럽 기구로의 통합을 보장하는 한편 경제 및 에너지 안보를 확보하는 것이다. 조지아 정부의 공식입장은 BSEC이 이러한 국가전략을 지역 경제협력을 통해 완수할 수 있도록 해주는 준다는 것이다. 러시아와의 관계 악화와 이로 인한 경제적 어려움에 봉착해 있는 조지아의 사카슈빌리 정권으로서는 BSEC의 활성화에 더욱 관심을 가질 수밖에 없을 것으로 보인다. 그러나 BSEC을 통해 궁극적으로 유럽 공동체로 편입 및 통합될 것을 염두에 두고 있기 때문에 이를 용인하지 않으려는 러시아와의 갈등은 해결의 실마리를 찾기가 어려울 것으로 전망된다.

영문 초록

Georgia considers regional cooperation as one of its foreign policy priorities. In this regard, particular importance is given by Georgia to the development of cooperation in the Black Sea region through the BSEC. The national interests of Georgia are: enhancing stability and security in the Black Sea Region, developing economic and trade relations between the BSEC Member States and promoting the welfare of the people of the countries. Furthermore the strategies of Georgia depend on underlying and interdependent components - the restoration of its territorial integrity, strengthening recent democratic gains and ensuring their irreversibility, integration into the Euro-Atlantic and European structures and ensuring guarantees for economic and energy security. Saakashvili and Georgian ruling elites consider that the participation in the BSEC organization could facilitate the achievement of these goals through economic cooperation. The doeble shock of the war with Russia and the global financial crisis put the Gerogian economy in a difficult situation. This is why the Saakashvili regime depends on the regional cooperation in the BSEC. However, while Georgia welcomes ongoing integration of the Black Sea countries into the EU and NATO, it has obvious limits in dealing with Moscow in the Caucasian region.
