영문 초록

This thesis analyse political economic thought of Green Book which Qathafi, Lybian(the Great Socialist People's Libyan Arab Jamahiriya) political leader designed. This thesis was written for offering basic for foreign policy decision making and for contributing Korea-Lybian good neighbourly relation. The Green Book consists of three parts. The first part is 'the Solution of the Problem of Democracy: The Authority of the People,' the second part is 'the Solution of the Economic Problem: Socialism,' and the third part is 'the Social Basis of the Third Universal Theory.' This article analyse only the first part and the second one. Qathafi emphasize 'the authority of the people' in the first part. Qathafi who is critical to the western democracy, liberal democracy and indirect democracy or representative democracy, overestimated direct democracy of people, Jamahiriya as the ideal type of democracy. The Green Book rejects modern liberal democracy and encourages the institution of a form of direct democracy based on popular committees. Critics charge that Qathafi uses these committees as tools of autocratic political repression in practice. Qathafi emphasized in the second part, 'the Solution of the Economic Problem: Socialism,' as following; "important historical developments contributing to the solution of the problem of work and wages - the relationship between producers and owners, workers and employers - have occurred in recent history." His alternative idea is 'Islamic socialism'. In the end, the political economy which Qathafi designed as the ideal type was popular democracy, direct democracy, and Islamic socialism.
