국가소득수준에 따른 담배수요의 결정요인 비교

국문 초록

많은 연구결과에서 담배수요의 가격탄력성이 비탄력적이지만 시장가격에 반응한다는사실과 소득증가에 따라 담배수요가 증가한다는 사실이 밝혀졌다. 하지만 이러한 결정요인들이 국가의 장기적인 소득증대에 따라 달라질 수 있다면, 이에 부응하는 정책 역시 소득수준에 따라 변화가 필요하다는 점이다. 그럼에도 불구하고, 대부분의 분석은 주로 개별국가의 개인소득이 담배소비에 미치는 영향과 탄력성 연구로 치중되어 있어, 이와 관련된 연구는 찾아보기가 어렵다. 따라서 본고는 전 세계 국가들을 대상으로 소득수준에 따라 그 결정요인의 차이점을 도출하여 차후 소득변화와 더불어 어떤 정책이 유효한가를 판단하고자 하였다.WHO에서 발간된 Tobacco Control Country Profiles에 수록된 196개 국가 중 사용가능한 75개국의 자료를 이용하여 분석한 결과, 첫째, 담배소비 지출비가 전체 소득에 미치는 영향이 고소득 국가가 상대적으로 낮고, 따라서 담배의 가격탄력성은 고소득 국가가 상대적으로 낮으며, 둘째, 고소득 국가들이 저소득 국가에 비해 상대적으로 비가격규제효과가 더 크며, 셋째, 소득의 증대와 더불어 소비량이 증대하지만, 저소득 국가에비해 고소득 국가군에서의 담배의 소득탄력성은 상대적으로 낮다는 결론을 도출하였다.이러한 결과는 한 나라가 장기적으로 담배와 관련된 정책을 시행할 때, 소득증대에 따라 가격정책에서 비가격규제정책으로 이행되어야 한다는 점을 제시한다.

영문 초록

The substantial efforts and polices are underway to control tobacco consumption in most countries using the ways of increasing prices and taxes and tightening regulations on it. However, these ways should be differentiated depending on GDP levels because the higher GDP countries have relatively the higher level of education and the better awareness of health costs or bad effects from smoking they recon. Using the data of 75 countries, which is collected from Tobacco Control Country Profiles 2003 published by WHO, I find that price control is the best way to decrease tobacco consumption in the lower GDP countries. On the contrary, the regulations such as counter-advertising and sponsorship regulation, youth access limitations, and smokefree- environment do not seem to be a way to decrease the tobacco consumptions in these lower GDP countries but in the higher GDP countries, Therefore, this study suggests that the government polices to the tobacco consumptions should be changed depending on the level of its GDP: relatively lower GDP countries should place great importance on price while higher GDP countries should give priority to the non-price regulation rather than to price control.
