일제하의 면읍행정체제 개편과 면읍장의 사회적 배경 연구

국문 초록

본 연구는 일제하의 면읍행정체제의 개편과 면읍장의 사회적 배경에 관하여 고찰한 것이다. 구체적으로 한말기의 지방제도 개혁 노력, 한말 이후의 지방행정구역 개편 상황, 그리고 최하의 지방단위였던 면과 1930년대 시행되기 시작한 읍의 장에 대해 살펴본 것이다. 면읍과 관련하여서는 그 변화과정, 면읍장의 수, 재임기간, 전직, 취임시 연령, 학력, 퇴임후의 직업 등을 알아보았다. 연구대상이 된 면읍장은 1919 년부터 1942년까지 재직한 사람들이었다. 이 연구는 자료의 제한으로 1910년 한일병합 이후부터 일본 패전까지의 전국 면읍장에 관한 것이 아니므 로 그 한계가 있다. 읍장의 경우 주로 조선총독부에서 고등관직을 지낸 일본인들이 기용되었고 한국인은 면장직에 대거 임용 되었다. 한국인 면장은 지역에서의 유력자가 임용되었는데 그것은 면장의 자격기준으로 지방자산가, 명망 가를 요구하고 있은데서도 잘 알 수 있다. 면장직에 한국인을 기용한 것은 일제의 식민인사정책의 결과라 고 할 수 있고 특히 태평양전쟁을 수행하면서 일제는 각종의 전시동원과 황민화정책 등을 펴나가는데 있 어 이들 한국인 면장들이 어떤 역할을 했을지는 충분히 짐작된다. 일제식민통치 하에서의 면읍장은 직속 상급자인 군수나 島司의 지휘감독을 받아 국가사무를 보조 집행하는 위치에 있었기 때문에 면읍장은 식민 통치를 위한 최일선의 지휘자였다고 해도 틀림이 없다. 본 연구가 한국행정사, 특히 지방행정사 연구에 보탬이 되었으면 하는 바램이다.

영문 초록

This study is an investigation of the modification of the Eup (town)-Myŏn (village) municipality system and the characteristic of the chiefs of Eup and Myŏn under Japanese rule. Specifically, we have examined the effort to reform the municipality system in the latter era of the Chosun Dynasty, the status of the modified municipality system after the latter era, and the chiefs of Myŏn, which is the smallest municipal district, and the chiefs of Eup, which came into being from the 1930s. The targets of the investigation were the chiefs of Eup and Myŏn, who were in office from 1919 to 1942. The limitation of this study is that it does not concern the chiefs of Eup and Myŏn from all over Korea from the period between the Japanese annexation of Korea in 1910 and the defeat of Japan in the Second World War, due to the limited data available. Most of the appointed chiefs of Eup were Japanese who had been in high office in Chosun Government-General, while many Koreans were appointed as the chiefs of Myŏn. Koreans who were influential in local community were appointed as the chiefs of Myŏn, “influential” being understood as provincially wealthy or prominent. Koreans being appointed as the chiefs of Myŏn can be considered the result of utilizing local resources during colonization of Japanese imperialism. Because of this utilization, we can conjecture the roles the Korean chiefs of Myŏn played in mobilization plans and policy change in order to transform Koreans into Japanese imperial subjects during the Pacific War. It is ascertained that the chiefs of Eup and Myŏn were the front line of Japanese colonization because they were the auxiliary executors of the civil service under the direction of their immediate superiors, such as the chiefs of the Gun (county) or Do-sa (chief of island). We hope that this study can contribute to the history of Korean administration, especially the history of local municipality.
