국문 초록

사용자부담금은 일정한 공공서비스를 이용하는 대가로 요금(fees)을 지불하는 것으로 사용자가 자의적 필요에 따라 서비스 이용을 결정하며 요금은 서비스를 사용한데 대한 대가로 간주된다. 이처럼 사용자부담은 공공서비스가 창출하는 직접적인 편익에 부과함으로써 조세부담에 대한 중압감이나 증세에 따른 정치적 제약을 완화시킬 수 있다. 이에 각국은 사용자부담금의 현실화를 위한 결정지침들을 정하고 있다. 특히 영국과 캐나다의 경우 중앙정부가 미국은 의회가 일정한 부과기준을 정하여 각 도시정부에게 권고하고 있다. 한편 사용자부담금의 현실화에 대한 필요성에도 불구하고 우리나라는 사용자부담금에 대한 요율결정기준의 연구 및 정책적 제도가 아직은 미진한 실정이다. 이에 도시정부의 재원확충을 위한 사용자부담금의 현실화를 위한 결정기준의 필요성이 요구되는 시점에서 선진외국의 사용자부담금 결정기준들을 비교분석하여 우리나라에의 도입을 위한 정책시사점을 도출하고자 하는데 연구목적이 있다. 분석대상은 외국의 사용자부담금의 결정기준들 즉, 미국, 영국, 그리고 캐나다 등이다. 분석방법은 먼저 우리나라의 사용료·수수료현실화 계획에 대해서 살펴보고, 둘째 외국의 결정기준들을 비교분석한다. 이러한 분석결과를 토대로 우리나라 사용자부담금의 현실화를 위한 결정기준을 설정함에 있어 유용한 정책적 시사점을 제시하였다.

영문 초록

Due to the rapid increase in fiscal demand, the demand for local fiscal resources has increased and is becoming a pressing issue in Urban finance. Local tax has been a major fiscal revenue for local governments, but because of the negative views that residents have towards taxes, there are limits to raising existing taxes and developing new tax items. In this context, non-tax revenues of local governments have constantly increased since the 1980s. Non-tax revenues provide revenue for meeting the fiscal demand without much resistance from the residents and it also has an advantage in the equality and efficiency of the distribution of public services. Yet, in Korea, because of various reasons such as the budget system, the user-charges and fees make up for not more than 2% of the total non-tax revenues and research in this area has also been lacking. Thus in line with these facts, this study attempts to analyze the rate system of the user-charge and seek improvements. The user-charges and fees that have the characteristic of user chargs are defined as follows: A user-charge is a kind of price for the benefits experienced by using public facilities. This is similar to the price private companies put on the goods and services they provide. A user-charge is the price that is paid in exchange for the provision of services and if this kind of price is not paid, the respective service will not be provided. For example, the fees for using public sports facilities is included here. In conclusion, the improvement in the user-charge and fee rate system requires improvements in cost analysis and the establishment of rational criteria for imposing the fees along with the attention of the Urban government and the central government on adjusting the rates to a more practical level. Computerization in this area can also support improvements.
