의학분야에서의 국가위기관리에 대한 논의

국문 초록

의학분야의 국가적 문제들을 중 장기적 만성 잠재적 위험 위협 요소와 단기적 급성 현존 위기로 나누어 볼 수 있다. 보건의료체계의 마비로 인해 국민의 건강과 보건에 심각한 위해가 가해지는 사태가 발생하게 되면 이는 국가핵심기반의 위기로서 대응해야 한다. 신종전염병은 보건 의료영역만의 문제가 아니라 사회 경제적으로도 막대한 손실을 가져오는 국가 전체의 위기라는 점이다. 생물테러는 다양한 형태의 테러가 지니는 국가 위기관리전략 상의 모든 문제점과 함께 재난 분야의 위기의 한 형태인 전염병 위기상황을 동시에 유발할 수 있는 속성을 함께 지니고 있다. 매년 4만여명이나 되는 미숙아의 숫자는 가히 국가위기 수준의 문제로 수용해야 할 필요성이있다. 국가위기를 단기적 급성 위기에 한정해서 국가위기관리의 대상을 삼는다는 것은 결국 미봉책이 되고 만다. 따라서 장기적 안목에서 중 장기적 만성 잠재적 위험 위협 요소에 대한 관리가 함께 이루어 져야 한다.

영문 초록

Discussing the national crisis management in medical field, the problems could be allocated into two groups. The one is long-term, chronic, and latent dangers and the other one is shortterm, acute, and actual crises. Actual crises comprise the interruption of medical services, the large-scale epidemic of infectious diseases, bioterrorism, and demographically the delivery of large number of premature new-born infants. Due to its' unique characteristics that the threat has undeniably changed and evoved, the national crisis which might be induced by bio-terrorism is very complicated and intimately connected with a number of the other national crises. The problem of delivering the large number of premature newborn infants should be considered as one of the grave acual national crises. Latent dangers are to lie in the urgent rescue and emergent medical care system, the national medical insurance system, and demographically low birth rate and the increase of aging population.
