노동유연성 실태와 요인

국문 초록

본 연구는 자동차 부품업체를 대상으로 탐색적 사례연구를 통해 노동유연성 수준과 이러한 유연성에 영향을 미치는 요인을 고찰한 결과,다음과 같은 연구결과를 도출하였다.첫째,작업환경이 열악하고 노동 강도가 높은 두 개 업체를 제외하면 이직률과 퇴직률이 낮아 외부 유연성은 낮은 편이다.둘째,모든 부품업체들은 고객업체의 주문량 변동에 대응하기 위해 일상적인 잔업과 특근을 통해 내부 수량적 유연성 수준을 높이고 있다.셋째,상대적으로 외부유연성이 높은 부품업체 두 곳은 작업자들의 근로 의욕 고취를 위해 성과급 차이를 크게 유지함으로써 내부 임금 유연성 수준을 높이고 있다.마지막으로 부품업체 한 곳은 작업량 균등화를 위해 전환배치를 확대하는 반면 나머지 업체들은 결원에 대비하기 위해 전환배치를 실시하고 있다.또한 상대적으로 전환배치를 활성화하는 업체 두 곳은 보다 체계적으로 다기능숙련공을 육성함으로써 내부 기능적 유연성 수준을 제고하고 있다.

영문 초록

This study examines levels of labor flexibility and identifies factors that affect labor flexibility among auto parts suppliers. The research results can be summarized as follows:first,because turnoverand retirementrates are very low,the external flexibility of suppliers is not high apart from some suppliers in which working conditions are poor.Second,most suppliers raise the level of internalvolume flexibility through overtime work which is performed as a response to an increase in the quantity of orders.Third,although the wage gap among workers is low,by widening thed ifference in piecerates in order to boost worker morale,some suppliers heighten the level of wage flexibility. Lastly,some suppliers conduct job rotation against absenteeism and others utilize job rotation proactively to level work content. In addition, by systematically developing cross-functional craftsmen,those firms who putjob rotation into effect more actively elevate the level of internal functional flexibility.
