국문 초록

2009년 8월을 고비로 북한이 유화공세로 전환하고 있으나, 이는 지난 20년 동안 반복되었던 국면전환 시도이며, 따라서 핵포기 또는 개혁개방 의지와는 무관하다. 한국으로서는 각종 대화와 합의에도 불구하고 20년 동안 북핵 위협이 꾸준히 증가되어 온 추세를 중시하고 이에 대처해야 한다. 북핵은 한국에게 있어 방어대상이 아닌 억제대상이며, 이를 위해 자주적 대책과 국제적 대책을 강구해야 한다. 자주적 대책이란 비확산레짐의 범주내에서 독자적인 억제력을 함양해 나가는 것으로 시간과 예산 그리고 사회적합의가 필요하다. 국제적 대책이란 동맹, 핵우산, 핵외교 등을 통해 북한의 핵위협 및 핵사용을 ‘용납할 수도 상상할 수도 없는 것’으로 만드는 것을 의미한다. 한국에게 있어 합리적 선택은 단기 과제로 국제적 대책을 모색하면서 중장기 과제로 자주적 대책을 모색해나가는 것이다. 이런 의미에서 핵우산의 강화는 가장 시급한 단기과제이며, 2009년 6월 16일 한미정상회담을 통해 한국은 핵우산의법적지위 향상과 보호범위 확대라는 성과를 거두었다. 그럼에도 확대억제의 신뢰성을 담보하기 위해서는 후속조치들이 필요하다. 여기에는 북한 대량살상무기 억제를 위한 맞춤형 군사훈련, 특정 미 군사력의 동아시아 상시 배치, 작계 5027의 수정보완, 오바마 행정부 핵태세검토서(NPR)에 의한 핵우산 확약, 확대억제의 법적 지위 향상을 위한 꾸준한 노력 등이 포함된다.

영문 초록

At least seemingly, North Korea’s external policy is switching to an ‘appeasement offensive’ as of August 2009. However, North Korea watchers have reason to interpret the change as only a recurrent tactic, far from any genuine will towards denuclearization or reforms. South Korea should heed the trend of the nuclear threats that have snowballed despite dialogue and agreements during the past two decades and respond to it appropriately. North Korea’s nuclear weapons are an object for deterrence, not one for defense, which require both independent and international prescriptions. An independent prescription stands for cultivation of autonomous deterrence capability within the international WMD nonproliferation regime and requires budget, time, and political consensus. International prescription includes use of the nuclear umbrella, alliance, the UN, nuclear diplomacy, etc. that will make use of nuclear weapons or the threat thereof both unacceptable and unthinkable. These international measures become immediately effective while not requiring budget. A rational choice for South Korea should be a combination of the international prescription as the short-term task coupled with the independent measures as a medium to and long-term one. In this context, the ROK-U.S. summit on June 16, 2009, marked a significant achievement by elevating the legal status of the extended deterrence and broadening the scope of protection. Definitely, however, follow-ups should be discussed between the two countries: military exercises tailored to WMD deterrence, permanent deployment of second-strike weapons in the Far East, revision of OPLAN 5027 and NPR, and continued enhancement of legal status of extended deterrence, to list a few.
