영문 초록

In the Presidential System, there is the existence of the separate and competing claims to democratic legitimacy made by the president and assembly. Because both the president and assembly are popularly elected, both can claim a unique popular mandate. Furthermore, because the tenure of members of each branch is unaffected by relations with the other, the need for cooperation between the president and assembly is not urgent. Due to this problem, divided government in the presidential system leads to a condition of stalemate whenever important and difficult issues are involved. Prime Minister's Question Times is a constitutional practice in the United Kingdom where on every Wednesday that the House of Commons is sitting the Prime Minister spends roughly half an hour answering questions from MPs. Particularly, the leaders of the Opposition have a guaranteed right to be heard, and have a allocation of questions. Prime Minister's Question Times has contributed to improve executive accountability and governmental transparency. A regular question time for the president in the presidential system would serve to mitigate stalemate between the president and assembly, especially when that stalemate is aggravated in times of unified government. In other words, public and timely communication between the two can raise the function of government in the presidential system.
