국문 초록

  자료포락분석 (data envelopment analysis, 이하 DEA)은 동일 또는 유사한 조직의 상대적 효율성을 측정하기 위한 기법으로, 본 연구의 대상이 되는 지방자치단체의 상대적 효율성 측정에도 광범위하게 활용되고 있다. 그러나 기존의 많은 연구들은 투입 및 산출, 전환과정 등 생산의 전 과정에 걸쳐 실질적인 영향을 미치는 환경적 요소를 고려하는데 일정한 한계를 노정하고 있다. 따라서 이 논문에서는 환경적 요인을 고려한 지자체의 상대적 효율성 평가를 실증적으로 제시하고 있으며, 이를 통해서 지자체의 상대적 효율성 평가시 환경적 요소의 적절한 처리의 중요성을 강조하고 있다.
  서울시 25개구를 대상으로 실시한 서울시 서비스품질지수(Seoul Service Quality Index)를 이용하여, 환경변수의 고려에 따른 상대적 효율성의 변화를 실증 분석한 결과, 환경변수를 고려한 DEA 점수와 그렇지 않은 DEA 점수간의 상관계수가 -.651이며 통계적으로도 유의한 것으로 나타났다. 이는 DEA를 통한 지자체의 상대적 효율성을 비교ㆍ분석할 때, 환경적 요소의 적절한 고려의 필요성과 중요성을 시사한다고 할 수 있다.

영문 초록

  Data Envelopment Analysis is a non-parametric method of measuring the relative efficiency of decision making units producing the same outputs using the same inputs. DEA has widely been applied to various fields in public organizations including public hospitals, school, and public health centers, and the study on the relative efficiency of local governments" activities now becomes a major field of application. However, many applications to local government settings often pay little attention to the environmental factors, which influence the DMU"s ability to transfer inputs to outputs. The purpose of this paper is the measurement of relative efficiency of local governments utilizing environmental factors that differ from one to another unit.
  Based on the SSQI data collected from the 25 districts in Seoul from 2003 to 2005, this study shows that the rank correlations of the relative efficiencies between incorporating environmental factor model and not-incorporating model are negatively correlated and the results are statistically significant. This results imply the importance of incorporating environmental factors in measuring the relative efficiency using DEA.
