노인복지법 운용에 관한 현실적 고찰

국문 초록

  2008년 7월 1일 시행할 노인장기요양보험법 시행령 및 시행규칙에 따르면 수급자의 신체와 가사활동을 돕는데 필요한 기본적 서비스와 물품 등은 모두 보험적용을 받게 된다.
  그러나 요양보험수급자의 선정절차와 기준이 까다로워 실질적인 수혜자가 많지 않을 것이란 전망이다. 이는 현실성 있는 법의 운용이 되지 않는 결과이다.
  따라서 노인복지법 제정 및 운용과정을 살펴보면 학자나 관계전문가의 의견이 제대로 반영되지 못하고 있다. 이것은 이들이 형식적으로 참여하는 자문위원회의 등이 유명무실하기 때문이다. 학자나 전문가도 그들의 견해들을 시민운동 단체나 노인의 이익집단과 결합하여 현실화 하는데 노력하여야 내실 있는 노인복지법이 운용되리라 생각한다.

영문 초록

  Under the Enforcement Order and Decree of the Long-term Recuperation of the Aged Act which will be in force from July I, 2008, public insurance will cover the basic services and material supplies for the all physical treatment and houseworks for the beneficiary. However the qualifications and the selection processes are so sophisticated that the substantial number of recipients will be will be limited. It is because the Act is not operated practically. The opinions and ideas of specialists and academic experts are not reflected in the process of enactment and operation of the welfare of the aged act. The committee or board in which the specialists and academic experts takes part in is just nominal without any power or content. For the purpose that the Welfare of the Aged act becomes substantial act true to its name, it is necessary that the specialists and academic experts try to materialize their ideas into reality linking with NGO and interest groups for old people"s welfare.
