교차효율분석을 활용한 품질 분임조의 성과 평가

국문 초록

  품질분임조 활동은 현장의 품질과 생산성을 향상시키고 기업의 체질을 강화하는 등 기업경영 혁신의 주요한 도구로 역할을 하고 있다. 그리고 이런 배경에서 대다수 기업은 품질분임조 활동을 촉진하기 위한 다양한 보상 프로그램을 시행하고 있다. 그러나 기존에 시행하는 분임조에 대한 평가나 보상은 개인의 분임활동이 기업의 경영성과에 얼마나 기여 했는지에 대한 객관적인 평가 보다는 현장개선에 대한 동기유발이나 이벤트차원에서 이루어진 측면이 크다. 특히, 각 품질분임조에 투입된 자원, 예컨대 인적자원의 수준이 동일하지 않음으로 인한 형평성 문제와 다수 평가 항목에 대한 상대적 가중치 설정에 어려움이 따른다. 이에 본 연구에서는 품질분임조 성과에 대한 평가를 위해 효과금액, 품질분임조 활동지수, 종합생산성지수의 세 가지 성과 척도를 도입하고, 이들을 평가함에 있어 품질분임조에 투입되는 분임조 구성원수와 경력수준을 고려한 계량적 분석법을 제안하고자 한다. 즉, 다수 투입요소와 산출물을 동시에 고려하면서 다수의 품질분임조에 대한 합리적 서열 평가를 위해 교차효율분석(Cross Efficiency Analysis)을 적용하고. 그 활용 가능성을 확인해 보았다.

영문 초록

  Quality circle has been widely used in the workplace as a means of increasing quality and productivity, and many companies offer incentive-based compensation program for employees to participate in management by sharing their ideas on improving the productivity. However, the manager or decision maker may be faced with some problems in performance analysis of quality circles: (1) how to measure the overall contribution of quality circles toward the goal of Total Quality Management, (2) how to deal with multiple inputs and outputs of quality circles with different levels, and (3) how to assign the relative weights on the inputs and outputs parameters. For evaluation of quality circles. therefore, we considered three outputs of direct cost savings from the quality circle theme-based project, the quantitative index measuring quality circle activities, and the total productivity point evaluated by CEO level. while considering the number of personnel in quality circles and the average number of working years as input parameters. In order to measure the relative efficiency of quality circles, we applied cross efficiency analysis, which is a DEA-based methodology enabling further ranking of efficient decision making units. The results of our approach indicate that cross efficiency analysis can be successfully used to rank the quality circles.
