국문 초록
UCC는 경제ㆍ사회ㆍ문화적 변화까지 이끌 주요 미디어 현상이지만, ‘동영상UCC’는 UCC라는 큰 혁명의 부분집합에 불과하며, 동영상플랫폼시장에서 보았을 때 ‘동영상 UCC’는 극히 작은 영역을 차지할 뿐이다.
그러나 UCC의 순기능 측면에서 보면 이용자, 기업, 사이트제공자 모두에게 새로운 ‘기회’를 제공하므로, 사용자들에 의해 새로운 가치의 콘텐츠나 서비스 탄생의 기회가 되며, 이용자에게는 자신의 능력을 쉽고 넓게 많은 네티즌에게 보여줄 수 있는 기회를 주고, 기업에게는 소비자들과 더 가까이 소통함으로써 그들의 제품을 효율적으로 알릴 수 있는 기회를 제공하는 장(場)이다. 이러한 기회를 잡기 위해서는 UCC를 즐겨야 한다. 즉 즐길 줄 아는 생산자와 소비자 및 기업이 그 기회의 영광을 차지할 것으로 본다.
그런데 UCC가 개인들의 자유로운 정보 제공을 특징으로 하기 때문에 음란ㆍ선정적인 내용이 유포돼 청소년들에게 무방비한 상태로 노출될 가능성이 높다는 역기능을 감안할 때, 일반인들이 손쉽게 적법한 UCC를 제작할 수 있도록 하되, 불건전 UCC의 생산과 유통을 방지하기 위한 유통경로의 모니터링 제도 등 ‘건전한 UCC 제작과 유통 가이드라인’ 을 위한 법규의 제정 및 보급을 위한 산ㆍ관ㆍ학계의 전담기구가 필요하다.

영문 초록
It is sure that UCC is a main media phenomenon which can lead to Economic, Social and Cultural changes but, "Video UCC"is no more than a subset of a big revolution of UCC and occupies a tiny little field in the market of the platforms of the Moving Pictures.
However, taking a view of the right function of UCC, UCC provides users with the opportunity of getting born of new valued contents and service and showing users" ability to many Netizens easily and widely, and does an enterprise with the place where can promote its products effectively by communicating with its customers much more closely. It is essential that people should enjoy the UCC. In other words, producer, consumer and enterprise who are enjoyable can take the glory of the opportunity.
Now, thinking over the reverse function of the UCC which is apt to disclose lascivious and sensational contents to young boys and girls defenselessly due to the fact that UCC is for the purpose of providing free and easy information for many and unspecified persons, it is necessary to build a specialized industry-public-Academy organization which is responsible for enacting and spreading a law for "a guideline of production and distribution of sound UCC"including a monitoring program of its distribution information to prevent the production and the distribution of unsound UCC, while this organization encourages users to make a sound UCC Site with ease.
