미국의 21C 지역사회학습센터(21stCCLC)의 성립배경 및 운영성과 분석

국문 초록

미국의 21stCCLC는 학교선택권 강화, 교육의 수월성 및 교육평등 이념추구의 일환으로 방과후학교 차원에서 전개되는 연방정부의 재정지원 프로그램을 총칭한다. 본 연구는 21stCCLC의 등장배경과 그 발전과정상에 있어서 연방정부나 주정부의 역할을 살펴보고, 그 운영상에 나타나는 특성을 분석·제시함으로써 우리 나라의 방과후학교 및 평생교육 정책에 주는 시사점을 제시하는 데 그 목적을 두었다. 미국의 21stCCLC는 1990년대 중반부터 교육 및 지역사회 문제를 해결하기 위한 차원에서 전개된 것으로 1994년의 초·중등교육법 개정에 의하여 법제화되었고, 클린턴 행정부의 교육개혁의 핵심으로 인식되었으며, 이후 등장한 부시 행정부에서도 ‘누구도 뒤처지지 않는 교육(No Child Left Behind)’개혁의 핵심어로 자리 잡아 NCLB Act에 편성되었다. NCLB Act 체제하에서 21stCCLC는 대폭적인 재정지원이 확대되었으나 종래의 운영방식에 있어 부분적인 변화를 수반하였다. 2005년 현재 미국사회에서는 8,750개의 학교와 지역사회에서 약 3,000개의 프로그램들이 약 10억 달러의 연방정부 예산지원에 의하여 약 1백만 명의 아동·청소년들에게 방과후학교 프로그램을 제공하고 있다. 이 프로그램은 아동·청소년의 보호 및 육성개발에 효과적인 것으로 나타나고 있으며, 이들 실천사례와 성과를 통해 우리 나라의 방과후학교 및 평생교육 정책을 개발하는 데 필요한 시사점을 제시하였다.

영문 초록

The 21st Century Community Learning Centers(21stCCLC) initiative is the only federal funding source dedicated exclusively to after school programs. It grew from a budget of $ 750,000 in 1995 to $1 billion in 2002 and has remained at approximately $1 billion for the last several years. Originally, the 21stCCLC was appeared by the reauthorization of Elementary and Secondary Education Act in 1994. The No Child Left Behind Act reauthorized 21stCCLC in 2002, transferring the administration of the grants from the U.S. Department of Education to the State Education Agencies. Each state receives funds based on its share of Title I funding for low-income students. This study describes the programs and presents evaluation about its performance. This study begins by detailing the need for after school programs and the development of the 21stCCLC program. And this study also delineates how the programs are benefiting children and their families. The report then discusses the importance of after school programs within school and community. The remainder of the investigation details characteristics of the 21stCCLC programs, based on progress report supplied by grantees. This study concludes by noting that the 21stCCLC program has become a powerful model that demonstrates how high quality after school program provide numerous social, family, and community benefits. This after school funding policy being applied in America's 21stCCLC can provide valuable ideas for uplifting Korea’s after school and lifelong learning policy.
