국문 초록

최근 세계화로 인한 경제활동의 특화와 불확실성의 증대는 자원과 지식의 특정성을 높이고, 상호의존적인 경제활동간의 통합비용을 상승시켰다. 이는 기업활동에서 네트워크의 중요성을 증대시켰다. 그리고 특화의 증대로 인한 조직 내 자원과 지식의 다양성 감소는 혁신에 필요한 보완적 자원과 지식을 기업 외부에서 구하지 않으면 안되게 만들었다. 그리하여 이 변화 역시 네트워크의 중요성을 증대시켰다고 할 수 있다. 세계 각국들은 이미 오래 전부터 기업의 대외적 협력을 통한 혁신을 지역과 국가의 경쟁력 향상을 위한 수단으로서 주목하고, 그것을 장려하기 위한 프로그램들을 실시해오고 있다. 우리나라도 지역별 산업클러스터 구축이라는 형식으로 이러한 프로그램들을 실시하고 있고, 새로운 프로그램도 많이 제안되고 있다. 이 글의 주장은, 이러한 프로그램들이 네트워킹을 장려하고자 하는 것이라면, 기업을 중심으로 한 기술혁신 네트워크의 네 가지 차원, 즉 네트워크 수요와 공급, 네트워크 자원, 네트워크 환경을 중심으로 그것에 접근해야 한다는 것이다.

영문 초록

The emergence of the network paradigm of organization is an important part of the current transformation of the world economy. It is mainly due to the globalization of markets and the rapid development of ICTs. Despite the growing importance of information networks, ICTs are not a major explanatory factor in the emergence of network paradigm, ICTs have made all organizational alternatives more efficient. Two other features of current paradigm shift, the growing specialization and uncertainty of economic activities, have increased the comparative advantage of networks in economic organization. Governments have become increasingly aware of the growing importance of cooperative networks. In recent years, they have developed various policies aimed at facilitating the creation and efficient functioning of inter-firm networks. In general, such policies were developed on an ad-hoc basis rather than based on a thorough analysis of their economic rationale. For more successful networking policies, policy makers should have at their disposal much information about: 1) the conditions under which network arrangements prove more efficient than alternative organizational solutions: 2) the types of problems or failures that typically occur when setting up and operating networks; and 3) which of these problems can be resolved most efficiently by government. In this article, I suggest that networking policy as well as research on the network should be designed and implemented in terms of four dimensions of a national or regional network system, namely network supply, network demand, network resources and network environments.
