국문 초록

본 연구는 2014년도 이후 시·도교육청의 지방채 발행이 급격하게 확대되어 지방교육채무가 증가되고 있는 현실에서 2008~17년 교육비특별회계 결산자료를 사용해 교육감이 발행하는 지방채의 발행 결정요인을 실증적으로 탐구했다. 분석 결과, 첫째, 지방교육재정교부금이 감소하면 지방채 발행액 및 누적잔액이 증가하는 것으로 나타났다. 지방채가 교부금의 부족분을 보전한다는 기능을 실증적으로 입증했다. 둘째, 교육재정수요 요인으로 교육복지지출수요는 지방채 발행액에 미미한 수준으로 정적(+)인 영향을 미쳤으나 지방채 누적 잔액에 정적(+)인 영향을 준 것으로 나타났다. 학교시설투자지출수요는 지방채 발행액과 누적잔액에 정적(+)인 영향을 미치는 것으로 나타났다. 지방채는 명목상 시설투자를 원인으로 발행하는 경우가 많지만 실질적으로는 급격히 증가한 교육복지예산이 원인이 될 수 있다는 점이 실증적으로 나타났다. 셋째, 학생수가 감소하는 상황에서 지방채 누적잔액이 증가하는 것은 규모의 불경제는 물론 공기질과 물관리, 학습까페, 동아리방, 홈베이스 등 질 높은 교육환경에 대한 요구와 선택을 다양화한 교육과정의 도입 등에 의한 교육비 증가 때문으로 보인다. 교부금 부족분을 계속해서 지방채로 충당하는 것은 한계가 있다. 교부금은 기준재정수요액을 조정하여 당해 연도 예산의 범위에서만 교부하고, 교부금 차액보전 지방채는 발행을 지양할 필요가 있다. 교부금부담 지방채에도 지방채 발행 한도액이 적용될 필요가 있다.

영문 초록

This study explored the important factors for issuing local bonds issued by the Superintendents using the Special Account for Educational Expenses data of 2008-17 years. The study perceived that the municipal and provincial Education Offices' issuance of local bonds has been rapidly expanding since 2014, which might cause the financial crisis. The analysis results showed that firstly, the decrease in the Local Education Financial Grant resulted in an increase in the issuance and cumulative balance of local bonds. It has been proven empirically that a reduction in the Local Education Financial Subsidy was compensated by the issuance of local bonds. Second, both spending for education welfare and investment in school facilities were found to increase the amount of local bonds issued and the cumulated balance, which was a statistically significant. The local bonds were issued nominally by facility investments. However, this study showed that a rapidly increasing education welfare budget might be a substantial factor resulting in the issuance of local bonds. Third, even though the number of students declining, the demand for high quality educational environments and the introduction of various educational programs is likely to increase the cumulative balance of local bonds. Continuing to make up the shortfall in Local Education Financial Grant by local bonds should be limited. The Local Education Financial Grant must be distributed only within the budget for the current year without no issuance of local bonds. The limit on the issuance of local bonds should also be applied to local bonds that are covered by the Local Education Financial Grant.
