국문 초록

본 연구에서는 교육과정 자율화에 대하여 국가가 가지고 있는 교육과정 결정 권한을 지역과 학교로 분산시키는 것에 의미를 두고, 교육과정 주요 문서와 선행 연구를 분석하였다. 그 결과 교육과정 자율화를 위한 과제로서 구조의 변화와 지원 방식의 변화가 필요함이 도출되었다. 구조의 변화에서는 첫째, 국가는 큰 틀의 국가 교육 목표만을 제시해야 한다. 둘째, 시·도교육청은 지역과 학교의 상황과 특수성을 면밀히 고려하여 지역의 교육과정 실행이 활성화 되도록 해야 하고, 국가 혹은 단위 학교와의 역할과 책임을 명확히 해야 한다. 셋째, 학교는 텍스트 중심의 교육과정에서 지역의 실정과 학교의 실태를 반영한 컨텍스트 중심의 교육과정으로 재구성해야 한다. 넷째, 교사는 교육과정 주체임을 인식하고 교육과정 개발자로서의 책임감을 가지고 전문성을 길러야 한다. 지원 방식의 변화로는 첫째, 교육과정 결정 권한에 대한 새로운 법규가 필요하다. 둘째, 교육과정이 개발되거나 개정되면 실제 학교 현장에 잘 적용될 수 있는 여건을 마련해야 한다. 셋째, 교육과정 자율화를 위한 대안적 접근으로 전문학습공동체가 필요하다. 마지막으로 교육과정의 자율화에 대한 질적 평가와 책임 부여 방안이 필요하다. 종합하면, 시대적 요구에 따라 학습자의 수준이 높아지고 있으며 특색 있고 개별화된 교육의 질에 대한 관심과 요구가 증대되고 있다. 그러므로 국가 수준 교육과정의 틀에서 벗어나 교육과정 결정의 권한을 지역과 학교로 분산시키기 위해 노력해야 한다.

영문 초록

In this paper, we studied on curriculum autonomy, with the focus on the distribution of curriculum decision-making authority to regions and schools, which are now owned by government. As the result, we arrived at a conclusion that there should be changes to the structure and supporting methods for curriculum autonomy. Changes in the structure are as follows. First, the government must present only the larger national educational goals. Second, department of education of cities and provinces should revitalize running of the training courses in the area considering carefully the situation and peculiarities of the area and the school, and should also clarify the roles and responsibilities of the government and individual schools. Third, the city and school board should reconstructure curriculums from text-centered to context-centered to reflect the actual situation of the regions and schools. And also, teachers should cultivate professionalism as curriculum developers. Changes in the way of supporting method are as follows. First, there is a need for new regulations on curriculum-making authorities. Second, there should be better environment so that newly developed or revised curriculum are better applied to the actual schools. Third, the professional learning communities are needed as an alternative approach for curriculum autonomy. Finally, methods for qualitative evaluation and authority grant for the liberalization of the curriculum it is necessary. As levels of learners become higher, interest and demand for qualitative education through personalized education with distinct characteristics is also rising. Therefore, we need to goout in the framework of national-level curriculum time and try to distribute the power of the curriculum decision-making to regions and schools so that they are determine the curriculum of their own.
