교육전문직 전문성 제고를 위한 제도적 과제

국문 초록

본 연구는 학교의 교육력 신장을 지원하는데 핵심적인 역할을 수행하는 교육전문직의 전문성 제고를 위한 제도적 개선방안을 탐색하는 것을 목적으로 하였으며, 연구의 결과는 다음과 같다. 현행 교육전문직 제도는 장학직과 교육연구직이라는 직명 구분의 무의미성과 직급의 단순성, 일회성 임용방식으로 인한 전문성 검증 부족, 양성과정 교육프로그램의 부실, 교원으로의 전직 교육전문직 전문성 제고를 위한 제도적 과제 허용의 수월성 등과 같은 문제로 인하여 전문적 역량을 심화하는데 한계가 있다는 점을 지적하였다. 교육전문직의 전문성을 제고하기 위한 제도적 과제로는, 교육전문직 직명을 장학직으로 일원화하고 직급에 수석장학관을 신설하여 전문직으로서의 직업 정체성을 명확히 하며, 임용방식은 전문적 자질을 검증할 수 있는 선발방식으로 전환하고, 양성과정 연수시간을 확대하고 교육프로그램을 보완하여 이수자에게는 장학사 자격증을 수여하며, 교원으로의 전직을 금지하여 영구전문직제도를 도입할 것을 제안하였다.

영문 초록

This study aims to explore systemic tasks for improving the professionalism of educational specialists, of which the result is as follows. It was pointed out that there is a limit in improvement of the professional capacity of educational specialists owing to problems such as meaningless classification and simplicity of positions of supervision post and educational research post, a lack of professional verification due to a one-time appointment method, a poor nurturing program, and an easy transfer to teaching staff. The following systemic tasks can be used to improve the professionalism of educational specialties. First, specify the job identity as educational specialties to unification of position of educational specialists as ‘supervision post’ and clarification of identity by establishing chief supervisor position. Second, change the appointment method to selection in order to verify professional qualification. Third, expand training hours of nurturing program and supplement educational program while providing supervisor license for those who completed the course. Finally, introduce permanent professional post system that prohibits the transfer to teaching staff.
