제대군인에 대한 사회적 존중과 예우 관련 정책의 필요성과 확산방안

국문 초록

본 연구는 제대군인의 원활한 사회정착과 더불어 이들에 대한 사회적 존중과 예우정책 발전방안을 제시하고자 하였다. 이를 위해 한국의 보훈정책과 제대군인 지원정책에 대해 살펴보고, 제대군인에 대한 사회적 존중과 예우정책의 필요성을 토대로 확산방안을 제시하였다. 연구결과는 다음과 같다. 첫째, 보훈정책과 보훈선양 정책은 국민애국함양과 국가발전에 기여하여 왔다. 둘째, 제대군인 관련 법령 및 지원정책의 실효성 검토결과 제대군인의 소수에게만 혜택이 주어지고 있으며, 정신적 예우에 대한 대책이 요구된다. 셋째, 외국의 보훈정책에서와 같이 참전군인과 군복무한 제대군인 전체로 지원대상의 확대가 필요하다. 이를 바탕으로 제대군인에 대한 존중과 예우 확대방안으로는 첫째, 존중과 예우에 대한 사회적 공감대 형성하고, 생존 참전용사의 실질적 예우증진과 더불어 다양한 계층에 맞춤식 예우 및 복지지원을 마련해야 한다. 둘째, 민관군이 함께하는 전 국민의 의식으로 민간부문의 적극적인 참여를 촉진해야한다. 셋째, 정부의 확고한 추진의지와 더불어 관련 법률개정 및 예산 확보노력이 요구된다. 넷째, 제대군인들은 존중과 예우는 ‘상호’개념이라는 점을 인식하고, 스스로 대외적으로 대군신뢰와 국민적 지지를 받을 수 있도록 노력해야 한다.

영문 초록

This study sought to suggest ways to develop social respect and courtesy policies for veterans along with the smooth settlement of veterans into society. To this end, we examined Korea's veterans policy and veterans' support policy, and proposed a diffusion plan based on the need for social respect and courtesy policies for veterans. The results of the study were as follows: First, the Veterans Policy and the Veterans Affairs Policy have contributed to the cultivation of national patriotism and national development. Second, as a result of a review of the effectiveness of laws and support policies related to veterans, only a small number of veterans are benefited, and measures against mental courtesy are required. Third, as in foreign veterans' policies, it is necessary to expand the scope of support to all veterans and veterans who have served in the military. Based on this, as a way to expand respect and courtesy to veterans, first, it is necessary to establish a social consensus on respect and courtesy, promote practical courtesy for surviving veterans, and provide customized courtesy and welfare support to various classes. Second, the active participation of the private sector should be promoted with the consciousness of the whole people with the civilian and military forces. Third, in addition to the government's firm will to pursue it, efforts to revise relevant laws and secure budgets are required. Fourth, veterans should recognize that respect and courtesy are “mutual” concepts, and strive to earn the trust of the military and the support of the people externally.
